The Joint, Office of the Secretary of Defense, Interagency Division offers expert support services to a diverse clientele across the Department of Defense, Federal Civilian, and international sectors.

JOID provides a comprehensive array of analytical and programmatic capabilities, assisting our clients in making informed decisions regarding their most pressing challenges.

The Acquisition and Technology Analysis Group within JOID focuses on applying multi-disciplinary analytical skills to support various clients within the Department of Defense (DoD).

Our clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM.

SPA plays a vital role in providing decision support to implement a strategy of technological superiority, ensuring the rapid and cost-effective delivery and sustainment of secure, resilient, and leading-edge capabilities for the warfighter.

Our team of seasoned military, technical, and operations research analysts excels in evaluating military challenges, identifying key factors, devising innovative solutions, gathering relevant data, developing essential software tools, and conducting thorough assessments to inform technology and acquisition governance decisions, ensuring the U.S. military maintains its superiority in the future.
We are currently seeking a Senior Analyst for Installation Energy Solutions to provide onsite support.

Responsibilities

The selected candidate will support the Office of the Deputy Assistant Secretary of Defense (Energy Resilience & Optimization (ODASD (ER&O))) within the Office of the Assistant Secretary for Energy, Installations, and Environment (OASD (EI&E)).

ODASD (ER&O) enhances warfighting readiness and effectiveness by establishing energy-related policies and governance for programs and activities that promote resilient, efficient, clean, and cyber-secure energy for Joint forces, weapon systems, and installations.

The successful candidate will offer high-level support to ODASD (ER&O) staff across the entire spectrum of installation energy programs, including assistance in resolving program/project execution challenges, developing and coordinating communications and meetings, and executing assigned special projects.

The candidate will utilize their expertise to assist in evaluating installation energy initiatives, assess partnerships with industry, utility companies, and public agencies concerning advancing DoD energy initiatives, and leverage all legislative and policy authorities.

Conduct reviews of existing statutes, policies, guidance, legislation, and project timelines to identify gaps, impacts, and risks.


Qualifications Required:
- Bachelor's degree and 15 years of experience, including 5 years of OSD/Service staff/Joint Staff experience
- Active DoD Secret clearance with the ability to obtain TS/SCI
- Experience supporting programs related to energy efficiency and evaluating energy efficiency measures
- Proficiency in evaluating installation energy initiatives, assessing partnerships with industry regarding DoD energy initiatives, and utilizing legislative and policy authorities
- Experience in monitoring, collecting, maintaining, and producing analyses from extensive datasets
- Proven ability to develop and coordinate strategic communications and marketing and outreach strategies
- Comfortable engaging with senior personnel and providing written or verbal assessments supporting energy efficiency measures and recommendations

Desired:
- Experience conducting installation energy audits
- Familiarity with the Energy Resilience Conservation Investment Program (ERCIP)
- Active DoD TS/SCI clearance.
