Position Title: Program Analyst III
Summary:
KMS Solutions, LLC is a prominent technical management and solutions provider specializing in engineering, analysis, and cybersecurity. Role Overview:
This role is integral to the programmatic and engineering initiatives necessary for the modernization of Non-Propulsion Electronic Systems (NPES) and associated equipment on submarines. The selected candidate will engage directly in the evaluation, endorsement, and planning of modernization efforts for NPES systems, which are crucial for the operational readiness of the submarine fleet. The individual will become a subject matter expert in NPES, providing insights that will significantly influence key programmatic decisions.
Key Responsibilities:
- Deliver engineering and technical support services for the oversight, analysis, evaluation, maintenance, and review of submarine modernization management and planning documentation.
- Facilitate the review, comment resolution, and approval of various documentation including Justification Cost Forms (JCFs), Ship Alteration Records (SARs), Engineering Change Instructions (ECIs), Alteration and Improvements (A&Is), Ship Installation Drawings (SIDs), Liaison Action Records (LARs), and Government Furnished Information (GFI) in collaboration with relevant stakeholders.
- Maintain comprehensive modernization documentation within appropriate data information systems.
- Provide weekly metrics and status updates to the In-Service Program Manager regarding all modernization documentation for NAVSEA review and approval.
Qualifications:
- A Bachelor’s degree in a technical field is required, or a minimum of 5 years of relevant experience.
- At least 5 years of experience with Navy, NAVSEA, or Naval Shipyard operations is mandatory.
Preferred Qualifications:
- Experience with Submarine Non-Propulsion Electronic Systems or Hull, Mechanical, Electrical Systems is highly advantageous.
- Familiarity with Configuration Management processes is preferred.
Skills and Competencies:
- Proficient in Microsoft Office Suite, particularly Word, Excel, PowerPoint, and Outlook.
- Exceptional verbal and written communication skills, along with strong presentation abilities.
- Ability to interact effectively with military and organizational personnel at all levels.
- Demonstrated reliability and initiative in a dynamic work environment with shifting priorities.
Additional Requirements:
Security Clearance: An active Secret clearance is required.
Work Environment:
This position is based in a professional office setting, utilizing standard office equipment such as computers and telecommunication devices.
Physical Requirements:
The physical demands for this role include regular communication and interaction with others, as well as the ability to stand, walk, and utilize hands for various tasks.
Work Schedule:
The standard workday consists of eight hours, typically from 7:30 AM to 3:30 PM, with some flexibility allowed upon supervisor approval.
Telework Policy:
Telework is permitted up to 40%, with three days in the office and two days remote, depending on customer needs.
Travel Requirements:
Occasional travel within the continental United States (CONUS) may be necessary, up to 10%.
