Key Responsibilities- Administrative Policy Development: Develop and implement administrative policies and procedures for the organization, ensuring compliance with federal regulations and guidelines.
- Human Resources Management: Provide comprehensive Human Resources services, including compensation, career development, employee and labor relations, management liaison and consulting, FTE and non-FTE management, organizational changes, performance management or incentive awards, position development and management, recruitment, and placement workforce planning.
- Contracting and Procurement: Provide advice to management and staff on contracting and procurement policies and issues, ensuring compliance with federal regulations and guidelines.
- Travel Management: Interpret policies, procedures, and practices concerning all aspects of travel, local, sponsored, domestic and/or foreign, and reimbursement for travel expenses for all orders and vouchers within the employees' assigned area(s).
- Timekeeping and Attendance Management: Provide lead oversight for the timekeeping system and oversee other timekeepers in proper use of the program, ensuring accuracy and compliance with federal regulations and guidelines.
- U.S. Citizenship: Must be a U.S. citizen.
- Qualifications: Must meet the minimum qualifying specialized experience requirements, which include leading a staff, multiple projects, or workgroups on a full range of federal administrative management activities, analyzing federal administrative service programs, and creating processes, procedures, and work plans to increase efficiency and effectiveness.
- Education: A bachelor's degree in a related field is preferred, but not required.
