Position Summary

The Environmental Compliance Specialist is tasked with ensuring that contractors adhere to compliance standards by conducting inspections at construction sites to verify alignment with permits, regulations, laws, and other contractual documents. This role may also involve performing construction inspections, which includes reviewing, interpreting, and enforcing plans and contract documents to ensure efficient and timely oversight of the contractor's work.

Key Responsibilities

  • Conduct ESC, SWPPP, and VWP inspections for various construction initiatives.
  • Provide expert guidance on environmental compliance concerning construction activities.
  • Document inspections in daily reports and other necessary forms, ensuring concise records of compliance with requirements.
  • Engage in communication with contractors, agency personnel, clients, and other Environmental/Regulatory Specialists.
  • Assist in the preparation of technical documents to support regulatory submissions, including permit applications, SWPPP, and compliance reporting.

Required Skills and Qualifications

  • Possession of a valid driver's license and a satisfactory driving record.
  • Ability to navigate construction sites effectively.
  • Must be able to pass a criminal background check.
  • Knowledge of Stormwater Pollution Prevention Plans (SWPPPs), Pollution Prevention, Spill Containment Plans, C-107 process, VDOT's VSMP, ESCCC, and MS4 programs.
  • Capability to interpret and apply state and federal environmental laws, regulations, policies, and best practices.

Education and Experience

  • A Bachelor's degree in a related field is preferred.
  • A minimum of 3 years of experience in environmental permit compliance field inspections.

Certifications and Licenses

  • Certification as a VA DEQ Dual ESC/SWM Inspector is required.

Physical Requirements

The individual in this role can expect to sit and use their hands for more than one-third of the day. They will likely stand or walk for over two-thirds of the day. Effective communication through talking and listening is also expected for more than one-third of the day. The ability to climb, balance, stoop, kneel, crouch, crawl, or reach with arms will be necessary for more than one-third of the day.

This position may require the incumbent to lift items weighing up to 80 pounds on an infrequent basis.

Clear vision at 20 inches or less is typically required. The individual should be able to view various reports and forms, as well as information displayed on a computer monitor, and have the ability to distinguish between different colors. Depth perception, peripheral vision, the ability to focus, and the ability to see from a distance are also essential.
