Overview

This role is situated within the Office of the Chief Counsel at the Bureau of the Fiscal Service, part of the Department of the Treasury. This position will concentrate on federal fiscal, appropriations, budgetary, and accounting law, relevant to both the Bureau and government-wide in relation to the Bureau's accounting and reporting mission. As a GS-15 employee in the Office of the Chief Counsel, the senior attorney is expected to be a thought leader within the office and the Bureau, possessing an in-depth and nuanced understanding of Bureau authorities and operations, as well as pertinent industry standards and trends. The incumbent frequently engages with Bureau executives and policy officials, proposing innovative and credible solutions to legal challenges while incorporating advisory business-line guidance when appropriate to enhance the Bureau's mission and effectiveness.

As a Senior Attorney-Advisor (General), your duties will include:
- Operating at an expert level, generating new legal theories; assignments will involve full technical responsibility for complex issues, with solutions that may sometimes be contentious or require balancing differing viewpoints. The attorney will leverage expert legal knowledge and extensive experience to tackle challenging legal assignments, often with minimal oversight from the supervisor.
- Collaborating with senior attorneys in this area, the attorney may serve as a formal or informal team lead for specific practice areas, acting as the primary contact for clients in the domains of federal fiscal, appropriations, budgetary, and accounting law. The attorney will also mentor junior attorneys and interns.
- Conducting legal research and providing opinions through oral or written advice, briefings, presentations, and legal memoranda. The attorney will evaluate, interpret, and apply statutes, regulations, court rulings, administrative decisions, Departmental precedents, Bureau policies, and technical publications across various Bureau operations and programs, focusing on federal fiscal, appropriations, budgetary, and accounting law.
- Assisting in defending or advocating the Bureau's position in federal court litigation, when applicable, by providing technical support and information to U.S. Department of Justice (DOJ) litigation counsel, preparing litigation reports, and assisting in drafting pleadings, affidavits, and briefs as necessary.

Qualifications Conditions of Employment
  • A one-year trial period may be required.
  • Successful completion of a background investigation is mandatory, with periodic reinvestigation required every five years.
  • Compliance with suitability determinations for Federal employment as requested by the agency.
  • Salary must be directed to a financial institution of your choice via Direct Deposit/Electronic Funds Transfer.
  • Male applicants born after December 31, 1959, must certify registration with the Selective Service or provide exemption.
  • Completion of a Personal Identity Verification (PIV) process requiring two forms of identification.
  • Obtaining and utilizing a Government-issued charge card for business-related travel is necessary.
  • This position requires personnel vetting, including a background investigation and enrollment in "Continuous Vetting" upon onboarding, with automated record checks conducted throughout employment.

Experience Candidates must meet the following experience requirements by the closing date of this announcement.

Experience may be acquired in either the public or private sector. One year of experience refers to full-time work; part-time work is prorated. To ensure full credit for work experience, applicants should indicate employment dates and hours worked per week on their résumé.

For the GS-15 level, candidates must possess at least six years of experience as a practicing attorney, with a minimum of two years at the GS-14 or equivalent level.

Examples of qualifying experience include:
- Interpreting and drafting current and proposed legislation, authorization and appropriation language, and policy guidance related to agency and government-wide budgetary matters.
- Advising on federal funding and financial management laws, regulations, executive orders, and related guidance.
- Working on matters involving standards and policies issued by the Federal Accounting Standards Advisory Board (FASAB).
- Strategically thinking and clearly communicating about legal and operational risks, leading tasks, and accepting new responsibilities.
- Drafting or revising organizational policies based on ongoing reviews of case law and legislation to minimize legal risks.
- Collaborating with legal office leadership to enhance organizational management's strategic thinking regarding litigation outcomes.
- Conducting significant negotiations on behalf of clients with a focus on customer service.

In addition to the qualifications outlined above, candidates must have eighteen months of time-in-grade prior to being placed into a Treasury position at the next higher grade level if they worked in the Federal government within the previous 52 weeks. Evaluation Process

Applicants will be evaluated based on how well they meet the qualifications specified above. The evaluation will consider the résumé, responses to online questions, and required supporting documents. It is crucial that the résumé provides detailed information to support qualifications for this position; insufficient evidence may result in a "not qualified" determination.

Rating: Applications will be assessed based on experience, education, training, performance appraisals, and awards relevant to the position's duties. As this is an Excepted Service position, a non-rated evaluation method will be utilized. Applications will be compared against the position requirements to determine qualification status. Competitive examining rules for veterans' preference do not apply; however, veterans' preference eligibility will be considered positively in hiring decisions.
