Providing legal representation before Equal Employment Opportunity Commission (EEOC) and Merit Systems Protection Board (MSPB), including working with Department of Justice in court.

Providing management and legal representation in relevant claims raised with the Office of Special Counsel (OSC), before the Fair Labor Relations Authority (FLRA), and Foreign Service Grievance Board (FSGB), related to personnel or labor issues.

Providing management and legal representation in relevant claims and complaints alleging discrimination in USDA's conducted and assisted programs ("program discrimination complaints") in all forums.

Providing guidance for a national practice of civil rights law by updating and providing national standards and training in litigation techniques and strategies to staff attorneys.

Providing guidance for a national practice by updating internal and external stakeholders on relevant changes to law affecting the practice of civil rights, labor and employment law.

Providing management and legal representation, in accordance with 7 C.F.R.

§ 15f, in program discrimination complaints before Administrative Law Judges and in cases under review by the Assistant Secretary for Civil Rights.

Providing legal assistance to the Department of Justice in the adjudication of employment and program discrimination cases and appeals.

Implementing and monitoring consent decrees and settlement agreements in employment and program discrimination class actions.
Providing other services related to cases in litigation as required.

Sharing with the Associate General Counsel, General Counsel and Deputy General Counsels the responsibility for the formulation of policies on legal activities, organization, budget and personnel.

Assuming responsibility for the supervision and management of certain attorneys, including Deputy Assistant General Counsels, and support staff who work in the Litigation Section.
