Job Summary

This role is responsible for daily human resources functions of HACFM, including talent acquisition, employee onboarding, managing compensation and benefit plans, training and development, performance management, and employee relations. As an HR Generalist, the incumbent will support assigned business areas/units within HACFM and serve as back-up to other business areas/units when needed.

Key Responsibilities
  • Perform routine tasks required to administer and execute human resource programs, including compensation, benefits, and leave; disciplinary matters; disputes and investigations; employee relations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Review, track, and document compliance with mandatory and non-mandatory training, continuing education, and work assessments, including safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
  • Assist with talent acquisition when needed, recruiting, interviewing, and facilitating the hiring of qualified job applicants for open positions, collaborating with departmental managers to understand skills and competencies required for openings, conducting or acquiring background checks and employee eligibility verifications.
  • Facilitate new hire orientation, assist with employee onboarding by coordinating with managers and new team members a plan for training and development, check in with new employees at specified intervals, help organize ongoing training and development initiatives.
  • Provide support to employees and management in various HR-related topics, handle employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
  • Promote People and Culture programs to create an efficient and conflict-free workplace.
  • Attend and participate in employee disciplinary meetings, terminations, and investigations.
  • Organize annual employee performance reviews, take on additional tasks around performance management.
  • Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices, review policies and practices to maintain compliance.
  • Maintain compliance and required reporting and reconciliation.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Assist in development and implementation of human resources policies.
  • Assist in the creation of a work environment that enforces HACFM culture, foster a welcoming, informative, and respectful experience for all of our employees.
  • Develop strong relationships with senior managers and staff throughout the agency, as well as with external partners, lead, facilitate, and coordinate employee engagement and recognition initiatives.
  • Assist with and coordinate diversity and inclusion initiatives.
  • Gather and analyze data with useful HR metrics, such as time to hire and employee turnover rates.
  • Assist in maintaining HACFM Human Resources Information System (HRIS/ Paycom).
  • Perform other duties as assigned.
Requirements

This position requires the incumbent to exhibit the following behavioral skills: Job Knowledge, Initiative, Safety Awareness, Customer Service, Teamwork, Reliability, Responsiveness and Accountability. The incumbent must have a Bachelor's degree and a minimum of 4 years of proven HR Generalist experience in a middle to small organization. Training or facilitation experience is a plus, as is professional HR certification. The incumbent must have strong knowledge of employment and labor laws, and human resources policies and procedures, excellent communication skills, and the ability to interact with all levels of the organization. The incumbent must also have excellent interpersonal, communication, team building, and decision-making skills, be self-motivated and flexible, results-oriented in a fast-paced environment with deadlines, and able to respond quickly to changing needs and priorities. The incumbent must also possess a valid driver's license and be insurable under the Authority's plan.
