Procurement Analyst Assistant

This position involves technical and support-level responsibilities related to the preparation and processing of orders and requests for frequently acquired goods and services for Pinellas County. The role requires utilizing office technology to manage assignments, process orders, and track progress. The incumbent will independently handle routine tasks, including responding to inquiries from colleagues, customers, and suppliers, expediting orders, coordinating deliveries, and assisting in the drafting of specifications and scopes of work. Additionally, the role may involve more complex drafting tasks.

The incumbent will provide ongoing administrative and technical support to customers and staff, assisting with research, information provision, and coordination of more intricate projects and assignments. Responsibilities also include maintaining records of purchases, costs, deliveries, product performance, and related financial data. The position requires proficiency in automated business technology applications to perform tasks, coordinate work, document orders, manage payments, prepare reports, and communicate effectively with stakeholders.

Key Responsibilities

  • Procures commodities, supplies, equipment, and services for various departments within established budgetary limits.
  • Maintains vendor relationships and assists departments in addressing issues with materials or pricing discrepancies.
  • Monitors compliance with purchase contracts, verifies vendor statements, and checks for overdue charges.
  • Collaborates with senior staff to evaluate suppliers based on pricing, quality, and delivery timelines.
  • Analyzes price proposals and financial documents to assess price reasonableness.
  • Engages in discussions with suppliers to resolve issues related to goods or services.
  • Ensures vendor compliance with contract terms and monitors order deliveries.
  • Manages payment processing and maintains records of purchases, costs, and inventory.
  • Solicits and evaluates quotations to ensure adherence to trade practices and regulations.
  • Provides technical support to higher-level staff as needed.
  • Assists customers in identifying and resolving purchasing-related issues.
  • Aids in the development of bid specifications for a variety of goods and services.
  • Handles emergency purchases and intergovernmental agreements as required.
  • May perform duties related to business technology, including data entry and retrieval.
  • Undertakes related tasks as assigned.

Qualifications

  • Minimum of 2 years of experience in purchasing, procurement, or related fields.
  • An Associate's degree in finance, accounting, business, information technology, public administration, or a related discipline, or equivalent experience.
  • Flexibility to work various schedules, including during emergencies or special situations.

Skills and Competencies

  • Understanding of purchasing and contract management practices.
  • Familiarity with automated information systems and data processing principles.
  • Knowledge of accounting principles relevant to procurement.
  • Strong customer service skills, including effective communication and time management.
  • Ability to utilize procurement-related software and applications.
  • Proficient in data analysis, decision-making, and report generation.
  • Capable of maintaining effective relationships with agencies, vendors, and colleagues.
  • Ability to manage heavy workloads and adapt to changing priorities.
  • Skilled in working under pressure in a fast-paced environment.
