Procurement Analyst Assistant

Location: Pinellas County, FL

Schedule: Flexible with remote options

This position involves technical and paraprofessional tasks related to the preparation and processing of orders and requests for frequently acquired goods and services. Responsibilities include utilizing office technology to manage assignments, process orders, and track progress. The role requires independent execution of routine activities, such as responding to inquiries from colleagues, customers, and suppliers, expediting orders, coordinating deliveries, and drafting specifications for quotations and scopes of work. The incumbent may also assist in drafting more complex specifications and scopes of work.

Key Responsibilities:

Procures commodities, supplies, equipment, and services for various departments and agencies below the established bid threshold. Maintains vendor relationships, aids departments in addressing substandard materials or pricing discrepancies, and follows up to ensure timely deliveries. Monitors purchase contracts for compliance, verifies vendor statements, and checks for overdue charges as requested. Collaborates with senior staff to assess suppliers based on pricing, quality, and delivery efficiency. Evaluates price proposals, financial documents, and other data to ensure pricing fairness. Supports organizational discussions with suppliers. Engages with staff and vendors to address issues with defective or unsatisfactory goods and services. Oversees orders and deliveries to ensure vendor compliance with contract terms and identifies the need for amendments. Manages and reviews payment records, purchase history, and inventory performance. Solicits and evaluates quotations for necessary materials and services to ensure adherence to trade practices and regulations. Provides technical support to higher-level staff as needed. Assists customers in identifying and resolving purchasing-related issues. Aids in drafting bid specifications for a diverse range of commodities and services. Handles emergency purchases as required. Processes intergovernmental purchasing agreements as necessary. May perform technology-related tasks, including data entry and retrieval, using statistical software. Performs related duties as assigned.

Qualifications:

Minimum of 2 years of experience in purchasing, procurement, or related fields. An Associate's degree in finance, accounting, business, information technology, public administration, or a related field, along with relevant work experience; or A Bachelor's degree in a related field. An equivalent combination of education and experience may be considered. Willingness to work various schedules, including during emergencies.

Skills and Abilities:

Understanding of purchasing, contract, and business practices. Familiarity with automated information systems and data processing. Knowledge of accounting principles related to procurement. Strong customer service skills, including effective communication and time management. Ability to utilize procurement-related software and applications. Capacity to analyze data, make informed decisions, and develop reports. Ability to foster effective working relationships with agencies, businesses, and vendors. Flexibility to manage heavy workloads and adapt to changing priorities. Ability to work in a high-pressure, time-sensitive environment.
