Position Summary:

ISI is in search of a seasoned commissioning expert and leader with a strong background in the construction sector to deliver Owner's Representative construction management services for a Department of Defense (DoD) client. The Commissioning Specialist II will assist a DoD client in managing over $300 million in ongoing construction projects of varying sizes and complexities. This role involves providing extensive commissioning support and construction management services to aid the DoD client. The position will collaborate with senior government project managers and fellow contractor project managers as part of a larger construction initiative. The ability to lead, work collaboratively, and operate independently is essential. ISI seeks an individual who is an effective communicator, proactive, and embraces project ownership. This role will also offer guidance and mentorship to junior team members.

Key Responsibilities:

  • Oversee commissioning activities, including the evaluation of contractors' proposed plans, verification and monitoring of testing, troubleshooting issues, and reviewing final submissions.
  • Assist all stakeholders in achieving commissioning objectives for the program by providing technical and procedural guidance throughout all project phases.
  • Act as the Subject Matter Expert in the relevant field.
  • Possess the interpersonal skills necessary to engage respectfully and communicate confidently with construction contractors regarding the practical aspects of construction trades.
  • Regularly prepare and present project status updates, develop and maintain performance metrics, and produce well-crafted technical reports. Prepare written and oral reports for government leadership and program managers.
  • Be available to work outside of normal duty hours, including nights, weekends, and holidays, as necessary to observe contractor commissioning activities.
  • Work independently and as part of an Integrated Project Team to deliver results for the client as the Owner's Representative.
  • Serve as the Owner's Representative to the Commissioning Authority for Mechanical, Electrical, Plumbing (MEP), and Fire Protection systems.
  • Support the project planning team by identifying commissioning requirements during scope development to be addressed by design and construction contractors.
  • During the design phase, review submittals and design drawings from the perspective of building commissioning and systems maintenance requirements.
  • During construction, evaluate the contractor's commissioning plan and participate in preparatory meetings, inspections, and project progress meetings to document and verify compliance.
  • Attend all commissioning activities, including functional and integrated testing/balancing, and observe/document the contractor's commissioning agent's activities.

Qualifications:

  • Bachelor's degree in Engineering, Architecture, or Construction Management with a minimum of 10 years of construction experience, or 15 years of dedicated commissioning experience.
  • Must be a U.S. Citizen.
  • Must be able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check).

Preferred Qualifications: Experience with Pentagon WHS is highly desirable. Certification as a building commissioner is preferred.
