Job Responsibilities

The Commonwealth of Virginia's Department of Health Professions (DHP) is dedicated to ensuring safe and proficient patient care through the licensing of health professionals, enforcing practice standards, and providing essential information to healthcare practitioners and the public.

The Accounts Payable Administration Lead is responsible for delivering financial, administrative, and support services to the DHP. This role involves overseeing and assessing various financial functions that require a thorough understanding of accounting principles, auditing standards, and compliance with regulations. The position is accountable for managing the Accounts Payable sector, ensuring high-quality service for both internal and external customers, fostering effective teamwork, and adhering to relevant agency and state laws and regulations. Key responsibilities include leading annual activities as per the Comptroller's Directive, coordinating financial documentation to ensure compliance, overseeing fixed assets, lease accounting, and 1099 reporting; reviewing and approving financial transactions; conducting complex analyses and reconciliations; collaborating with management on payroll activities; and developing, interpreting, and assessing processes to ensure adherence to applicable agency, state, and federal policies and procedures.

Furthermore, this role requires regular interaction with internal and external professionals, senior management, and the public, necessitating advanced communication skills to analyze and resolve issues. The position involves coordinating fiscal activities and working closely with Finance/Budget and Accounting Directors, as well as Accounts Receivable, Financial Reporting, Procurement Managers, and the ARMICS Coordinator to develop, implement, and sustain fiscal processes. The Accounts Payable Administration Lead will also support other managers in achieving the Division's objectives by developing, coordinating, and conducting staff training, routine audits, and year-end financial closeout activities. This role includes supervising accountants responsible for disbursement processing, reconciliations, financial reporting, and various accounting and operational tasks, while collaborating with the Administrative management team on multifunctional team initiatives.

Minimum Qualifications

• Proven ability to independently plan, direct, and manage a specialized area within a financial or accounting environment, including supervising fiscal staff engaged in financial activities.
• Demonstrated capability to work collaboratively in a team setting and build relationships within a diverse population.
• Proven ability to apply sound professional judgment, knowledge, and experience to make effective decisions and recommendations regarding divisional resources and accounting operations.
• Experience in assembling, analyzing, and preparing reports and statements covering complex financial data; ability to read, explain, and apply policy, technical manuals, and legislative statutes.
• Proven ability to develop and implement policies and procedures to enhance existing practices.
• Demonstrated capacity to prioritize and manage multiple tasks effectively in a fast-paced environment.
• Proficiency in Microsoft Office Suite (specifically Word, Excel, PowerPoint, and Outlook).
• Strong analytical skills to conduct comprehensive evaluations of complex financial or operational data, interpret, and assess compliance with regulations, policies, and procedures.
• Excellent interpersonal and communication skills (both written and oral).
• Strong organizational and time management skills.
• Extensive knowledge of generally accepted accounting principles.
• Significant understanding of accounting functions and operations.
• Knowledge of management and supervisory principles, with the ability to direct staff in the timely and accurate completion of diverse duties and priorities.

Additional Considerations

• Experience in business administration, accounting, or a related field that aligns with the responsibilities of this position or an equivalent combination of training and experience.
• Strong background in fiscal functions, including cash management, fee processing, payroll, and travel processes.
• Demonstrated experience with database systems such as System Automation's MyLicense Office Suite or similar licensing systems.
• Comprehensive knowledge of the Commonwealth Accounting Policies and Procedures (CAPP) manual, particularly regarding cash disbursements, fixed assets, lease accounting, payroll accounting, financial reporting, and state reconciliation procedures.
• Familiarity with the Commonwealth's Financial Management System, Cardinal.
• CPA or audit experience is preferred.
• Extensive and progressive management experience.
