Job Responsibilities

The Commonwealth of Virginia is looking for a qualified candidate to fill the role of Financial Operations Supervisor within the Department of Fiscal Services.

Key Responsibilities:

This role will initially concentrate on special initiatives for the first 12+ months, eventually transitioning into the daily oversight of accounting operations. The chosen individual will lead a team of accounting professionals to guarantee the precision and promptness of financial processes while ensuring adherence to state and federal regulations and generally accepted accounting principles (GAAP). Responsibilities will include providing guidance on general accounting, accounts receivable, fixed assets, internal controls, and financial reporting. Additionally, this position will be tasked with formulating policies and procedures relevant to its areas of oversight.

Essential Qualifications:

In-depth knowledge of generally accepted accounting principles (GAAP) and practices, financial report preparation, federal grant management, fixed assets, accounts receivable, and general ledger operations. Strong understanding of supervisory practices and procedures. Familiarity with the Commonwealth Accounting Policies and Procedures (CAPP) manual. Proficient in spreadsheet and word processing software applications, with the ability to utilize and extract financial data from automated systems. Capability to conduct thorough analyses while exercising independent judgment to make impactful decisions regarding agency processes and financial resources. Competence in gathering and interpreting complex data, developing reports, and making informed decisions with sound judgment. Ability to create, research, review, and implement complex policies and procedures while ensuring compliance with federal and state laws. Excellent communication skills, both verbal and written. Proven experience in customer service, both internally and externally, along with the ability to lead and inspire a team.

Additional Considerations:

Ideal candidates will possess at least one year of experience in general accounting management, preferably with knowledge of Cardinal, and a solid understanding of the Commonwealth's Accounting Policies and Procedures (CAPP). A degree in accounting and certifications such as Certified Public Accountant (CPA) or Certified Management Accountant (CMA) are preferred.
