KEY RESPONSIBILITIES:
Oversee and direct engineering assessments, design processes, permitting, financial oversight, and construction management for water supply, treatment, distribution systems, and wastewater management facilities.
Evaluate alternatives, perform feasibility assessments, and deliver recommendations and engineering estimates for capital initiatives aimed at enhancing facilities and operational efficiency.
Regularly review and manage financial aspects of assigned capital projects.Provide technical support on capital initiatives that involve various departments and act as a technical resource for the Engineering Group and other company divisions as necessary.
PRIMARY DUTIES MAY INCLUDE:
Lead engineering initiatives from inception to completion, acting as the main liaison for project stakeholders.
Formulate project plans, timelines, and budgets, and supervise project execution to ensure timely achievement of milestones within budget constraints.
Offer technical direction and support to engineering teams, utilizing expertise in relevant engineering fields to address complex challenges and enhance project results.
Design infrastructure for water and wastewater systems, including supply, treatment, distribution, collection, and irrigation systems.
Identify, evaluate, and mitigate technical risks linked to engineering projects, proactively implementing strategies to reduce potential impacts on project success.
Monitor project outcomes and implement corrective measures as necessary to resolve emerging issues and deviations from established plans or budgets.
Prepare and review project budgets and timelines. Provide pre-planning and resource forecasting for engineering and operations departments related to projects.Supervise the creation of engineering drawings, specifications, and other documentation.
Collaborate with cross-functional teams, including Operations, Accounting, and Safety, to align engineering efforts with broader organizational goals. Communicate effectively with internal and external stakeholders to promote collaboration and ensure alignment of project priorities.
Gather data, analyze alternatives, and prepare reports and design documents to support conclusions.
Coordinate and manage construction project submissions, deliverables, reviews, and approvals in accordance with contract requirements.
Work with GIS and Survey departments to obtain data for planning, design, and permitting of projects.
Solicit and assess proposals from various consultants and contractors.
Provide assistance to other project teams and engineers.
As new development proposals are received from external consultants and engineers, conduct necessary technical reviews and validate engineering design calculations to ensure compliance with established standards and specifications.
Assist in the development and implementation of standard operating procedures to enhance the organization and efficiency of the Engineering Department.
Maintain a comprehensive understanding of applicable federal, state, and local regulations.
Mentor and guide junior engineers, offering support and technical expertise to facilitate their professional development. Foster a culture of learning and knowledge sharing within the engineering team to cultivate a high-performance environment.
Provide on-call support during emergencies and when projects have critical timelines to meet.
Perform any other relevant functions as required.
EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree in Engineering from an accredited program or a degree in Chemistry or Physics.
Professional Engineer Registration (PE) in Delaware and Maryland is preferred and/or equivalent professional engineering experience in a related field.
A minimum of 8 years of relevant experience in the engineering sector. Proven success in project leadership and execution in a technical engineering context. Proficiency in using personal computers is essential. Must demonstrate the ability to work independently and solve complex engineering challenges using sound judgment and expertise. Ability to analyze data and reach sound technical conclusions promptly.ADDITIONAL REQUIREMENTS:
Fieldwork may require walking and climbing. Proficiency in keyboard manipulation is necessary for computer operations and correspondence preparation.
Effective communication skills, including speaking, hearing, reading, and writing, are essential for interaction with staff and other departments, as well as for report preparation.
Visual acuity is required for data analysis and computer use.Responsibilities necessitate advanced cognitive skills and learning abilities to develop plans and actions from complex alternatives.
A valid driver's license is required.PHYSICAL DEMANDS:
Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
WORK ENVIRONMENT:
Position requires work in a climate-controlled office environment as well as exposure to outdoor conditions.
