Overview: The Deputy Director of GIS will work under general supervision, utilizing independent initiative and judgment to partner with Agency stakeholders. The goal is to comprehend business strategy drivers and address business challenges through innovative Geographic Information Systems (GIS) solutions.
Key Responsibilities:
- Oversee the evaluation of current and prospective GIS solution needs, including vendor selection and compliance with IT standards throughout the application development lifecycle.
- Assess existing GIS solutions and facilitate vendor selection processes.
- Evaluate technology across the enterprise application and technology portfolio.
- Ensure that applications, components, and services adhere to established standards and best practices.
- Identify potential system or design flaws and escalate issues to management to mitigate significant performance impacts.
- Assist in the development and review of technical specifications for IT system procurement, including evaluating vendor submissions.
- Collaborate with IT GIS Consultants as necessary to ensure project success.
- Ensure GIS solutions comply with security policies and guidelines established by the Security team.
- Supervise the GIS Development team, ensuring timely project delivery and adherence to quality standards.
- Provide leadership for comprehensive solution delivery, including data warehousing and operational data stores supporting analytics and reporting.
- Promote best practices in application development and ensure robust security controls are implemented.
- Lead the design and development of GIS solutions tailored for agency business users.
- Administer and govern ArcGIS Online and ArcGIS Enterprise environments, ensuring proper configuration, security, and utilization.
- Engage extensively with end-users to gather and document business and functional requirements, application design, and conceptual data models for complex projects.
- Stay updated on current and emerging technologies and industry trends related to GIS, integrating new developments into current and future solutions.
- Communicate effectively and promptly with management and stakeholders regarding project scope, status, risks, and issues.
- Develop mitigation plans as necessary to address project challenges.
Minimum Qualifications:
- Professional or Vendor Certification(s) in database administration required for the position.
- One of the following educational and experience combinations:
- A bachelor's degree from an accredited institution and two years of satisfactory full-time experience in database administration.
- A four-year high school diploma or equivalent and six years of satisfactory full-time IT experience, with at least two years in database administration.
- A satisfactory equivalent of education and/or experience equivalent to the above.
Preferred Skills:
- Bachelor's degree in Geography, GIS, Computer Science, or a related field; Master's degree preferred.
- Minimum of seven years of experience in GIS development and implementation, with at least three years in a supervisory or leadership role.
- Strong knowledge and experience with ESRI ArcGIS software.
- Proficiency in MS SQL Server and spatial database management systems (e.g., PostgreSQL/PostGIS).
- Experience in administering and governing ArcGIS Online and ArcGIS Enterprise environments.
- Experience managing GIS projects and teams, including vendor management and procurement processes.
- Excellent communication, leadership, and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
