Position Overview: This role represents the supervisory tier within the occupational classification. Individuals in this position oversee Specialists tasked with assessing eligibility for public assistance initiatives and various other personnel. Responsibilities include training, guiding, and nurturing staff while overseeing case management services. The Benefit Programs Supervisor is differentiated from the Benefit Programs Manager, who is responsible for supervising Supervisors and managing overall program performance. Key Responsibilities:
  • Administers and oversees programmatic functions for staff;
  • Evaluates case management strategies, ensuring quality assurance of services;
  • Creates written protocols for case management service delivery and allocates caseloads to team members;
  • Coordinates and supervises staff activities;
  • Conducts individual and group meetings to discuss cases and challenges;
  • Reviews case documentation and assesses staff performance, recommending necessary actions;
  • Advises on hiring, disciplinary measures, transfers, promotions, and terminations within the framework of applicable laws and policies, while establishing performance standards and corrective action plans;
  • Advocates for staff needs to the senior management team;
  • Develops and enforces internal operational policies and procedures;
  • Interprets changes in regulations, policies, and program information to staff; trains new hires on agency policies and procedures;
  • Assesses staffing requirements and provides recommendations to management;
  • Keeps accurate records and prepares regular and special reports;
  • Engages in the formulation and execution of agency administrative policies;
  • Makes determinations on complex cases or escalates them for higher-level review;
  • Authorizes emergency assistance for applicants and recipients;
  • Acts as a liaison with other agencies and organizations;
  • Monitors program expenditures;
  • Meets with community organizations to discuss programs and resources, fostering cooperative relationships with public and private entities;
  • Distributes caseloads among staff; and
  • May represent the Director of Social Services as designated.
Qualifications:

Knowledge: Extensive understanding of current social, economic, and health issues; principles and practices of effective supervision; public assistance programs, policies, and regulations; literature related to eligibility determination; casework supervision principles; and effective interviewing techniques. Proficient in computer systems and standard office software, including human services systems.

Skills: Proficient in operating personal computers and associated office and agency software.

Abilities: Proven ability to collaborate effectively with others; independently supervise and train staff to engage effectively with the public; plan and manage work efficiently; communicate effectively in both oral and written forms; interpret laws, policies, and regulations to make informed decisions; plan and oversee work activities, including service delivery, training, recordkeeping, and organizational operations; develop and maintain positive working relationships with internal and external stakeholders; and evaluate financial assistance programs.

Education and Experience: A Bachelor's degree in a human services discipline and experience in a supervisory or lead role within human services programs, or an equivalent combination of training and experience that provides the necessary knowledge, skills, and abilities. Special Requirements:
