Job Summary

Under guidance, executes skilled and technical tasks in the management of the Brownsville Public Utilities Board (BPUB) Bulk Electric System (BES) to ensure effective electricity delivery from BPUB's generation assets to the transmission and distribution networks.

Key Responsibilities

APPRENTICE: Engages in the aforementioned duties with appropriate training and under the direct supervision of a NERC certified Energy System Operator. With training, manages the BPUB BES system in accordance with standard utility practices, BPUB protocols, Electric Reliability Council of Texas (ERCOT) guidelines, and North America Electric Reliability Corporation (NERC) standards. Operates the Supervisory Control and Data Acquisition (SCADA) system during real-time electrical operations, while in training. Monitors the Transmission and Distribution system to confirm that equipment remains within operational parameters. Reports any violations to the relevant personnel and takes necessary actions to restore equipment to safe operational limits, preventing overloads and protecting public safety. Observes BPUB System Frequency and voltage to mitigate operational emergencies, including customer load shedding, to avert failures or cascading outages. Coordinates outages with BPUB staff, ERCOT, and neighboring Local Control Centers (LCCs) prior to entering outages into the ERCOT outage portal for approval. Generates switching orders and collaborates with affected personnel. Requests emergency line inspections and technician assignments for unmanned stations. Utilizes weather data and historical load patterns to forecast energy requirements for BPUB customers, adjusting forecasts as necessary. Collects unit availability and cost data from BPUB's resources and communicates this information to BPUB's Qualified Scheduling Entity (QSE). Collaborates with BPUB's QSE to schedule generation and purchases aligned with BPUB's load forecast and manages the sale of surplus energy in the market. Calculates gas requirements, places orders with suppliers, and arranges transportation for gas to operate generation as scheduled by QSE. Aids in the Energy Control Center's (ECC) NERC compliance duties. Performs dispatcher-related tasks, including responding to customer inquiries, creating service requests, and dispatching field personnel as needed.

ENERGY SYSTEM OPERATOR: In both normal and emergency scenarios, Energy System Operators possess the authority to execute or direct timely and appropriate real-time actions, including cancelling outages, dispatching power resources, and load shedding to maintain safe and reliable BES operations. Provides training and support to others. Operates the BPUB BES in compliance with established utility practices and standards. Monitors system frequency and voltage to manage operational emergencies effectively. Coordinates outages and switching orders with relevant personnel and agencies. Utilizes forecasting tools to meet customer energy demands and collaborates with QSE for scheduling and market transactions.

SENIOR ENERGY SYSTEM OPERATOR: May oversee and mentor less-experienced staff. Holds the authority to manage real-time actions during normal and emergency conditions. Ensures compliance with operational standards and effectively monitors system performance. Coordinates outages and directs switching orders while providing guidance to team members.

LEAD ENERGY SYSTEM OPERATOR: Supervises Energy Control Center operations and personnel. Holds authority to make real-time operational decisions. Acts as a Subject Matter Expert for NERC compliance and represents BPUB in relevant meetings. Assists in emergency preparedness and compliance reporting.

Knowledge, Skills, and Abilities

Comprehensive understanding of BPUB's power delivery system, ERCOT guidelines, and NERC standards. Proficient in operational safety practices and equipment management. Strong communication and customer service skills, with the ability to work under pressure and maintain effective relationships. Proficient in SCADA systems and various operational software.

Education & Experience Requirements

APPRENTICE: High School Diploma or equivalent, plus an Associate's degree in a relevant field and one year of related experience.

OPERATOR: High School Diploma or equivalent, plus an Associate's degree in a relevant field and one year of experience in Energy System Operations.

SENIOR: High School Diploma or equivalent, plus an Associate's degree in a relevant field and five years of experience in Energy System Operations.

LEAD: High School Diploma or equivalent, plus an Associate's degree in a relevant field and eight years of experience in Energy System Operations.

Certificates, Licenses, Registrations

Valid Texas Driver License required. NERC certification must be obtained within one year for Apprentices and maintained for Operators, Seniors, and Leads.

Physical Demands

Position requires the ability to perform essential functions, including lifting moderate weights and prolonged periods of sitting. Must be available for rotating shifts, including weekends and holidays. Continuous communication via telephone and radio is necessary.
