Job Responsibilities

Under supervision, engages in skilled and technical operations within the Brownsville Public Utilities Board (BPUB) Bulk Electric System (BES) to facilitate the distribution of electricity from BPUB's generation assets to the transmission and distribution networks.

Key Duties

APPRENTICE: Executes the aforementioned responsibilities with appropriate training and under the direct oversight of a NERC certified Energy System Operator. With guidance, manages the BPUB BES system in alignment with standard utility practices, BPUB protocols, Electric Reliability Council of Texas (ERCOT) guidelines, and North America Electric Reliability Corporation (NERC) standards. During training, operates the Supervisory Control and Data Acquisition (SCADA) system for real-time electrical operations. Monitors the Transmission and Distribution systems to ensure equipment operates within designated limits, reporting any violations to the relevant personnel and taking corrective actions to prevent overloads and safeguard public safety. Observes BPUB System Frequency and voltage to manage operational emergencies, including customer load shedding, and to avert equipment failures or cascading outages. Coordinates planned outages with BPUB staff, ERCOT, and neighboring Local Control Centers (LCCs) prior to entering outages into the ERCOT outage portal for validation. Generates switching orders and collaborates with involved personnel regarding the switching process. Requests emergency line inspections and technician assignments for unattended stations. Utilizes weather data and historical load patterns to create an hourly energy demand forecast for all BPUB customers, adjusting as necessary. Collects unit availability and cost data from BPUB's resources and communicates this information to BPUB's Qualified Scheduling Entity (QSE). Collaborates with the QSE to schedule generation and purchases in accordance with BPUB's load forecast and to market any surplus energy. Calculates gas requirements, places orders with suppliers, and arranges transportation for gas to operate Silas Ray generation as per QSE schedules. Assists with NERC compliance responsibilities within the Energy Control Center (ECC). Performs dispatcher-related tasks, including responding to customer inquiries, creating service requests, and dispatching field personnel as required, alongside various clerical duties.

ENERGY SYSTEM OPERATOR: In both routine and emergency situations, Energy System Operators possess the authority to execute or direct timely and appropriate real-time actions. This includes, but is not limited to, canceling outages, dispatching power resources, and managing load shedding to maintain the safe and reliable operation of the BES without requiring higher-level approval. Provides training and mentorship to junior staff. Operates the BPUB BES in accordance with established utility practices and standards. Monitors the Transmission and Distribution systems, ensuring compliance with operational limits, and takes necessary actions to protect public safety and prevent equipment damage. Coordinates outages with BPUB personnel, ERCOT, and LCCs, ensuring proper documentation in the ERCOT outage portal. Directs switching orders for Transmission, Distribution, and Generation outages, collaborating with affected personnel. Requests emergency line patrols and technician assignments for malfunctioning equipment. Utilizes weather forecasts and historical data to adjust energy demand forecasts. Gathers unit availability and cost information for reporting to the QSE, scheduling generation and purchases to meet load forecasts and selling excess energy as needed. Assists with compliance responsibilities and performs various dispatcher-related tasks.

SENIOR ENERGY SYSTEM OPERATOR: Provides leadership and guidance to less-experienced staff. Holds the authority to take or direct timely actions during normal and emergency conditions, including managing outages and dispatching resources. Operates the BPUB BES in compliance with established standards and protocols. Monitors system operations and coordinates outages, ensuring safety and reliability. Gathers data for reporting and assists with compliance responsibilities while performing dispatcher-related duties.

LEAD ENERGY SYSTEM OPERATOR: Oversees the Energy Control Center Operations and directs personnel activities. Holds authority to manage real-time actions during normal and emergency conditions. Ensures compliance with utility practices and standards while performing dispatcher-related tasks and assisting with compliance responsibilities.

Qualifications

Knowledge of BPUB's power delivery system, ERCOT guidelines, NERC standards, and safety practices. Strong communication skills and the ability to work under pressure. Proficiency in using various operational systems and software. High School Diploma or equivalent, with relevant experience required for different levels of positions. Certification requirements vary by position. Must possess a valid Texas Driver License and maintain a safe driving record.
