Job Summary

Under supervision, this role involves skilled and technical tasks in managing the operations of the Brownsville Public Utilities Board (BPUB) Bulk Electric System (BES) to ensure the effective delivery of electricity from BPUB's generation resources to the transmission and distribution networks.

Key Responsibilities

APPRENTICE: Engages in the aforementioned duties under proper training and direct oversight of a NERC certified Energy System Operator. With training, operates the BPUB BES system adhering to standard utility practices, BPUB protocols, Electric Reliability Council of Texas (ERCOT) Guidelines, and North America Electric Reliability Corporation (NERC) Standards. In training, operates the Supervisory Control and Data Acquisition (SCADA) system for real-time electrical system management. Monitors the Transmission and Distribution systems to ensure equipment operates within specified limits, reporting any violations to relevant personnel and taking necessary actions to prevent overloads and safeguard public safety. Tracks BPUB System Frequency and voltage to mitigate operational emergencies, including customer load shedding, to avert equipment failures or cascading outages. Coordinates outages with BPUB staff, ERCOT, and adjacent Local Control Centers (LCCs) prior to entering outages into the ERCOT outage portal for approval. Generates switching orders and collaborates with involved personnel. Requests emergency line inspections and technician assignments for unmanned stations. Utilizes weather data and historical loads to create hourly energy forecasts for BPUB customers, adjusting forecasts as necessary. Collects unit availability and costs from BPUB's resources and communicates them to BPUB's Qualified Scheduling Entity (QSE). Collaborates with the QSE to schedule generation and purchases to align with BPUB's load forecast and sells excess energy in the market. Calculates gas requirements, orders gas from suppliers, and arranges transportation for gas to operate Silas Ray generation as scheduled by QSE. Assists with NERC Compliance Responsibilities within the Energy Control Center (ECC). Handles dispatcher-related tasks, including responding to customer inquiries, creating service requests, and dispatching field personnel as needed.

ENERGY SYSTEM OPERATOR: In both normal and emergency situations, Energy System Operators possess the authority to take immediate and appropriate actions, including cancelling outages, dispatching power resources, and shedding firm load to maintain safe and reliable BES operations without needing higher-level approval. Provides training and guidance to others. Operates the BPUB BES in compliance with established utility practices and standards. Monitors the Transmission and Distribution systems, reporting limit violations and taking corrective actions to ensure public safety. Coordinates outages with relevant personnel and enters them into the ERCOT outage portal for approval. Creates and directs switching orders for outages and load transfers. Requests emergency line patrols and inspections of faulty equipment. Utilizes weather data to forecast energy needs and adjusts forecasts as required. Reports unit availability and costs to the QSE and collaborates on scheduling generation and purchases. Assists with NERC Compliance Responsibilities within the ECC. Handles dispatcher-related duties, including customer service tasks and clerical responsibilities.

SENIOR ENERGY SYSTEM OPERATOR: May lead and supervise less-experienced staff. Holds the authority to take timely actions during normal and emergency conditions, including cancelling outages and managing power resources. Operates the BPUB BES in compliance with established standards and monitors the Transmission and Distribution systems for operational limits. Coordinates outages and directs switching orders. Requests emergency inspections and patrols as necessary. Utilizes weather data for energy forecasting and collaborates with the QSE for scheduling. Assists with NERC Compliance Responsibilities and performs dispatcher-related duties.

LEAD ENERGY SYSTEM OPERATOR: Oversees the Energy Control Center Operations and staff. Holds the authority to make real-time decisions during normal and emergency conditions. Operates the BPUB BES in compliance with standards and monitors the Transmission and Distribution systems. Coordinates outages and directs switching orders. Requests emergency inspections and patrols. Utilizes weather data for energy forecasting and collaborates with the QSE for scheduling. Assists with NERC Compliance Responsibilities and performs dispatcher-related duties.

Knowledge, Skills, and Abilities

Comprehensive knowledge of BPUB's power delivery system, ERCOT Guidelines, NERC Standards, and safety practices. Strong communication and customer service skills, with the ability to work under pressure and maintain effective relationships with internal and external customers. Proficient in using BPUB's SCADA system, GIS system, and various office software. Ability to forecast electrical load and respond effectively in emergency situations.

Education & Experience Requirements

APPRENTICE: High School Diploma or GED and an Associate's degree in an electric, Information Technology, or related field required, plus one year of relevant experience. Two years of experience in Power Production or related fields may substitute for education.

OPERATOR: High School Diploma or GED and an Associate's degree in an electric, Information Technology, or related field required, plus one year of experience in Energy System Operations. Two years of experience in Power Production or related fields may substitute for education.

SENIOR: High School Diploma or GED and an Associate's degree in an electric, Information Technology, or related field required, plus five years of experience in Energy System Operations. Two years of experience in Power Production or related fields may substitute for education.

LEAD: High School Diploma or GED and an Associate's degree in an electric, Information Technology, or related field required, plus eight years of experience in Energy System Operations. Two years of experience in Power Production or related fields may substitute for education.

Certificates, Licenses, Registrations

Requires a valid Texas Driver License or receipt of a valid Texas Driver's License within 90 days of relocation to Texas and a safe driving record.

Physical Demands

Physical demands include the ability to lift and carry moderately light to heavy objects, primarily working in a control room environment with periods of high stress. Must be able to sit for extended periods and communicate effectively via telephone and radio. Availability for travel for training and meetings is required.

Eligibility for Employment

In addition to other qualifications, prohibits hiring individuals related to BPUB Executive Management or Board members within specified degrees of consanguinity or affinity.
