Position Title: Engineering Case Management Specialist


Salary: $130,000


Position Summary

The Engineering Case Management Specialist engages in technical engineering responsibilities. This role encompasses the design, oversight of construction projects, site inspections, development reviews, surveying, and activities related to environmental and transportation engineering. Design tasks are overseen by a licensed professional engineer who has the authority to approve all project work. This position requires limited supervision and involves interaction with local government officials, engineering contractors, and private sector stakeholders.

Key Responsibilities

The following duties are standard for this role. The absence of specific tasks does not exclude them from the classification if the work is similar, related, or a logical assignment for this position. Additional responsibilities may be assigned as needed.

  1. Coordinates engineering schematics, calculations, and reviews of construction plans for transportation, hydraulic systems, utility facilities, and site layouts.
  2. Travels to project sites to conduct on-site engineering evaluations, analyses, and tests while providing technical support.
  3. Collaborates with law enforcement and municipal officials to address traffic concerns and propose solutions.
  4. Conducts engineering-related planning, design, data collection, evaluation, and analysis, including drainage calculations, plan assessments, and site inspections. Utilizes automated design software and computer-aided design systems.
  5. Offers guidance and information to employees, managers, vendors, and the public regarding assigned development functions; acts as a liaison among supervisors, vendors, and other departments concerning departmental policies and activities.
  6. Prepares various departmental documents that require an understanding of policies, programs, and procedures, which may involve researching, compiling, analyzing, and summarizing data.
  7. Reviews and modifies schematics, project designs, shop drawings, and field modifications for traffic control devices, signals, signage, markings, detours, traffic management plans, electrical distribution, and roadway lighting systems.

Additional Duties

Performs other related tasks as necessary.

Minimum Qualifications

A Bachelor's degree in engineering or a related discipline, accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (TAC/ABET), along with a Professional Engineering License from the Texas Board of Engineers and Land Surveyors (or the ability to obtain within three months of employment), and Certified Floodplain Manager (CFM) certification from the Texas Floodplain Management Association (TFMA), plus four years of engineering experience. A valid Texas Driver's License is required.

Physical Requirements: This position necessitates the ability to exert moderate physical effort in medium work, which may involve lifting, carrying, pushing, or pulling objects of moderate weight. Tasks may require extended periods of balancing, stooping, kneeling, reaching, standing, walking, pushing, pulling, lifting, and repetitive motions at a workstation.


Sensory Requirements: Certain tasks necessitate the ability to perceive and differentiate sounds and visual signals. Effective oral communication is also required.


Environmental Conditions: Essential functions are frequently performed in environments with exposure to adverse conditions, including damp surfaces, fumes, odors, flammable liquids, and high noise levels.


This position is not covered by Civil Service regulations.
