We are looking to fill three (3) positions for a Strategic Business Management Consultant. The ideal candidate will have a strong background in creating Advance Planning Documents (APDs) for state and federal program administration, along with a solid mix of project management, communication, business analysis, and technical writing expertise.
Key Responsibilities:
- Oversee, coordinate, and draft/update APDs and related documentation necessary for planning, implementation, and operational activities in accordance with U.S. Department of Health and Human Services Centers for Medicare & Medicaid Services (HHS CMS) and U.S. Department of Agriculture Food and Nutrition Service (USDA FNS) guidelines.
- Establish and nurture robust relationships with diverse teams, vendors, and stakeholders to facilitate the APD process.
- Organize and lead various meetings to assist in the collection, analysis, and finalization of information for the APD process.
- Stay informed on CMS HHS and USDA FNS policy updates, regulations, and standards relevant to APDs, serving as a subject matter expert.
- Educate project team members and stakeholders on compliance processes, including outcome statements and the development of metrics.
- Engage in discussions with federal partners and the Department.
- Contribute to procurement development processes as necessary and track associated progress.
- Assist in cost allocation processes as appropriate and monitor related progress.
- Provide status updates to program leadership regarding APD development and related activities.
- Gather documentation content from both business and technical personnel.
- Independently review and prepare documents for evaluation and approval.
- Organize materials and complete writing assignments adhering to agency standards for clarity, conciseness, style, and terminology.
Required Qualifications:
- Bachelor's degree in business administration, information technology, public administration, management information systems, or a related field from an accredited institution.
- A minimum of 3+ years of experience in developing advance planning documents is preferred.
- At least 3+ years of prior experience in state government or public sector roles related to health and human services programs is preferred.
- Proficient understanding of government regulations pertaining to the advance planning document writing process.
- Exceptional communication and follow-up skills.
- Experience managing multiple priorities and projects, including an understanding of project scope, schedules, quality, change management, and financial aspects.
- Prior experience as a business analyst or in project management.
- Outstanding written and verbal communication abilities.
