Job Overview:

The Texas Department of Aging & Disability Services is seeking a highly skilled individual to provide advanced consultative services and technical support for IT-related program initiatives. Under the guidance of the Director of Operations for Maternal and Child Health (MCH), this role involves planning, developing, and executing significant IT program projects.

Key Responsibilities:

(30%) Conduct thorough analyses of business processes to pinpoint areas for enhancement. Identify challenges within IT program operations and devise effective solutions. Lead and coordinate project management efforts, collaborating with managers, project sponsors, and IT teams to define requirements, establish project timelines, and implement modifications to automated systems. Maintain a comprehensive issue/resolution log and escalate matters requiring executive intervention.

(25%) Act as a senior technical advisor, assisting programs in recognizing issues and opportunities, and facilitating necessary actions. Provide expert technical support to management, guiding the integration of new procedures to enhance program effectiveness. Advise on IT governance processes and standards, and lead quality improvement initiatives as required.

(20%) Serve as a liaison between project management and IT personnel to address project-related issues. Develop detailed plans from overarching strategies and coordinate business and software development activities, ensuring technical specifications are met. Monitor and resolve business-related challenges and software defects.

(15%) Collaborate with IT Project Management, Application Development, Operations, and Budget teams on IT procurement and project work plans. Communicate complex technical information effectively to various stakeholders, addressing inquiries and resolving issues.

(10%) Participate in relevant agency IT teams and workgroups. Assist in obtaining IT software licenses and manage renewals. Oversee updates to the Section's website and SharePoint. This position may require additional hours to meet critical deadlines and support the agency's mission.

Required Knowledge, Skills, and Abilities:

- Familiarity with computer systems and data management applications.
- Strong grasp of project management principles.
- Knowledge of DSHS policies related to Information Technology.

- Exceptional analytical and problem-solving skills.
- Ability to develop and implement effective monitoring procedures.
- Proficient in MS Office Suite and SharePoint.
- Excellent communication skills, fostering positive relationships across various organizational levels.
- Capacity to assess and prioritize tasks effectively.
