The Senior Permanency Program Consultant operates under the guidance of the Associate Director of Permanency. This role is responsible for the strategic planning, execution, and oversight of permanency initiatives and projects.
These initiatives encompass culturally sensitive casework and support services aimed at ensuring timely permanency for children in various substitute care settings.
The consultant is tasked with drafting reports and offering leadership on permanency initiatives, as directed by management for legislative inquiries, media relations, or public concerns, as well as for the assessment of permanency projects.
This position provides expert consultation to state office personnel and field administrative staff in evaluating conservatorship programs, pinpointing service gaps, and crafting actionable plans to enhance agency operations.
The consultant is expected to respond to urgent requests with minimal turnaround time.Regular interaction with a diverse range of internal and external stakeholders is essential, including state office staff across all divisions, field personnel at various levels, representatives from other state and federal agencies, service providers for clients, family members, stakeholders, and legislative bodies.
The consultant may lead collaborative workgroups and facilitate coordination with program staff, external partners, and field personnel.
Key Responsibilities:
- Assess service requirements, design, and implement conservatorship program strategies to eliminate barriers to permanency. 20%
- Conduct research and analyze data from other agency divisions, state agencies, community organizations, and advocacy groups for effective program planning and development in the area of permanency.
10%- Formulate, develop, and update policies and procedures. Generate reports, studies, position papers, and administrative documentation for special projects. 10%
- Review and interpret state and federal legislation and judicial mandates. 10%
- Act as a subject matter expert, providing technical assistance, training, written guidelines, and policy interpretation to agency staff and external stakeholders, particularly on conservatorship and permanency matters.
15%- Evaluate service delivery based on feedback from field staff, external stakeholders, and management reports.
5%- Create program specifications and draft request for proposal (RFP) documents. Prepare grant applications to secure funding for specialized permanency initiatives. 10%
- Build and maintain relationships with internal and external stakeholders. Monitor national trends and stay informed on current research. Engage with state and national governments, associations, advocates, and academic institutions to enhance program effectiveness. Deliver presentations at professional conferences. Organize and facilitate internal and external meetings and workgroups for ongoing program management. 15%
- Perform additional duties as necessary to support unit operations. 5%
- Maintain regular attendance in accordance with agency leave policies.
Required Knowledge, Skills, and Abilities:
- Comprehensive understanding of CPS programs, policies, and procedures, including all aspects of permanency and the challenges to achieving timely permanency for children in conservatorship.
- Proven ability to research and analyze information from various agency divisions, state agencies, community organizations, and advocacy groups for effective permanency program planning and development.
- Proficient in drafting special project reports, studies, position papers, and administrative documentation.
- Capable of evaluating and interpreting state and federal legislation and judicial mandates.
- Skilled in providing technical assistance, training, written guidelines, and policy interpretation to agency staff and external stakeholders, particularly regarding permanency issues.
- Ability to assess service delivery through input from field staff, external stakeholders, and management reports.
- Experience in writing request for proposal (RFP) documents and preparing grant applications for funding permanency programs.
- Competent in developing relationships with internal and external stakeholders.
- Ability to monitor national trends and stay updated on current research while networking with state and national governments, associations, advocates, and academia to improve program operations.
- Proficient in presenting information at training sessions, conferences, or legislative hearings.
- Capable of planning, organizing, and facilitating internal and external meetings and workgroups for ongoing program management.
