ROLE OVERVIEW
Under general supervision, Senior Business Management Analysts engage in a range of professional research, administrative, and analytical tasks. They may provide leadership or oversight to assigned personnel, supporting the management of business and personnel functions within various divisions or departments, while delivering essential administrative support.

Incumbents are tasked with managing specific business functions within an operational department, which includes:
  • Personnel management
  • Organizational analysis and development
  • Budget formulation and coordination
  • Establishing and monitoring operational policies and procedures
  • Supervision of clerical, technical, and professional staff
This role is unclassified, meaning the incumbent serves at the discretion of the Department Director.

Current openings are available in multiple departments, including Police, PARCS, Public Works, and Planning and Development. The City may utilize applications received for future vacancies as well.

DEPARTMENT SPECIFIC VACANCIES
1. **Police Department**: The incumbent will oversee non-personnel budgets, prepare monthly budget reports, process invoices, assist with payroll, and develop agreements and contracts.

2. **PARCS Department**: This role involves coordinating critical and time-sensitive projects, focusing on project controls, estimating, and planning/scheduling, while preparing various analytical and statistical reports.

3. **Planning and Development Department**: The incumbent will maintain accurate financial records, support fiscal policies, and ensure compliance with regulatory frameworks.

4. **Public Works Department**: Responsibilities include managing reimbursement and development agreements, planning and grant activities, along with administrative duties and budget preparation.

QUALIFICATIONS
Applicants must meet the minimum qualifications by the application deadline:

- A Bachelor's Degree in business administration, public administration, or a closely related field from an accredited institution.
- A minimum of three (3) years of progressively responsible professional experience in personnel management, administration, or management analysis, or two years equivalent to a Management Analyst II with the City of Fresno.

Additional qualifying experience may substitute for education on a year-for-year basis, up to a maximum of two years.

Possession of a valid California Driver's License is required at the time of appointment. Candidates must provide proof of a valid driver's license and a current driving record, and successfully complete a Department of Justice fingerprinting process.
