Job Overview

LHH Recruitment Solutions is in search of two Labor Compliance Specialists to join our team. This position is a contract-to-hire opportunity with a competitive hourly rate based on experience.

The primary responsibility of this role involves managing and compiling reports while executing various administrative tasks.

Preferred Qualifications: Familiarity with OCPS and ICP tracker software is highly desirable.

Ideal candidates will have a background in Accounts Payable operations.

Key Responsibilities:
This role encompasses companywide certified payroll functions along with additional administrative support.
Essential Duties:
• Generate and submit weekly certified payroll reports for self-performed projects.
• Assess subcontractors' certified payroll reports for compliance, ensuring adherence to prevailing wages, craft classifications, and fringe benefits. Submit necessary labor compliance documentation to owners/agencies as dictated by project specifications.
• Relay project-specific labor compliance requirements to subcontractors and vendors.
• Investigate and resolve discrepancies identified by agencies or owners, including issues related to prevailing wages, missed time, missing reports, and trust fund payments.
• Deliver exceptional customer service to subcontractors, vendors, agencies, and owners by responding to all inquiries within a 24-48 hour timeframe.
• Identify, prepare, collect, and submit various forms required for each agency and project in a timely manner.
• Stay updated on union Master Labor Agreements, wage rates, and relevant California and Federal labor laws.
• Communicate effectively with other departments regarding project requirements, payment holds for subcontractors/vendors, and labor compliance issues.
• Approve payments to subcontractors/vendors by verifying their compliance with project specifications.
• Occasionally visit job sites for pre-construction meetings and project briefings.
• Participate in a rotation schedule as a backup for the receptionist desk.
• Perform additional duties as assigned or requested.
• Adhere to all safety regulations and protocols.
• Maintain an organized and efficient work environment.

Required Skills and Knowledge:
The candidate must possess the following skills and knowledge and be able to demonstrate the ability to perform the essential functions of the job:
• Knowledgeable about California prevailing wages, the Federal Davis Bacon Act, and union fringe benefits.
• Well-versed in basic California and Federal labor laws.
• Familiar with forms such as DAS 140, DAS 142, certified payroll registers, statements of compliance, and fringe benefit statements.

Compensation: $25.00 to $28.00 per hour
