About the Role

We are seeking a highly skilled Senior Housing Development Planner to join our team at the City of Rochester, NY. As a key member of our housing division, you will play a critical role in developing and implementing various housing development projects and programs.

Key Responsibilities
  • Identify Local Housing Needs: Conduct analysis of housing and population data to identify local housing needs and generate housing proposals through formal and informal contacts with housing agencies, neighborhood groups, and other organizations.
  • Prepare Financial Packages: Prepare financial packages for housing developments, based on factors such as public housing finance programs, local lending practices, and financial analysis of proposed projects.
  • Determine Public Subsidies: Determine whether public subsidies are necessary and available to induce private development.
  • Secure Technical Information: Secure technical information and resource materials needed to assist in the development of housing programs and projects from various public and private agencies and organizations.
  • Prepare Grant Proposals: Prepare grant proposals for various housing-related programs and projects, as well as supporting documentation.
  • Develop Housing Policies: Develop and propose housing policies and plans based on analyses of data from housing research projects and other sources.
  • Promote Housing Programs: Promote housing and real estate programs and projects.
  • Liaise with Stakeholders: Act as a liaison between the housing division and not-for-profit agencies, private developers, City offices, and other participating organizations during program planning and implementation.
Requirements
  • Education: Master's degree in Business or Public Administration, Finance, City Planning, Architecture, Civil Engineering, Urban Studies, or a closely related field.
  • Experience: Three years of experience in planning, designing, implementing, or evaluating housing development or community development programs, with at least one year of experience in financial packaging for housing development.
