Position Overview: In this role, you will function as the principal Executive Director for COMNAVAIRFORES, stepping in for the Commander and Deputy Commander to oversee various programmatic responsibilities.

Key Responsibilities:

  • Indirectly supervise a team of approximately 25 civilian personnel, serving as the senior rating official for additional staff members ranging from GS-6 to GS-13.
  • Provide expert technical guidance and direction to military Deputy Chiefs of Staff and Special Assistants, ensuring executive-level oversight of subordinate Echelon IV and V command operations.
  • Direct, coordinate, and oversee the activities of subordinate supervisors, team leaders, or contractors to ensure effective program execution.
  • Engage with other unit or organization officials and advise higher-ranking management on critical matters.
  • Ensure the efficient functioning of the staff through effective management of the Deputy COS, Special Assistants, and Flag Office Support Staff.
  • Assign significant tasks to the DCOS and SAs to guarantee timely and efficient completion.
  • Maintain communication with the Commander and Deputy on matters related to staff assignments.
  • Interface with Echelon III, IV, and V commanders on various issues, including complaints, inquiries, and investigations.
  • Apply sound judgment to uphold the ethical, efficient, and effective administration, training, readiness, and operations of COMNAVAIRFORES.

Requirements:

  • Must be a U.S. Citizen and suitable for federal employment.
  • Participation in the direct deposit pay program is mandatory.
  • New Department of the Navy employees must successfully pass the E-Verify employment verification check.
  • Must meet time-in-grade requirements for current federal employees applying for GS jobs.
  • Retired military members must adhere to specific appointment provisions within 180 days of retirement.
  • Drill Weekend work and overtime may be required.
  • This position may necessitate travel to CONUS and OCONUS locations, including remote sites.
  • Must obtain and maintain a security clearance prior to entering duty.
  • Successful completion of a pre-employment drug test is required.

Qualifications:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience should include:

  • Expertise in manning, training, and equipping Force Reserves for optimal deployment.
  • Senior executive-level experience in program management, policy formulation, and integration of program requirements.
  • In-depth knowledge of strategic theories and regulations related to program management and budget processes.
  • Experience in planning, prioritizing, and scheduling work to achieve objectives.
  • Extensive experience in managing fiscal and budgetary requirements.
  • Ability to evaluate and analyze programs regarding fund utilization and operational effectiveness.
