TQI Solutions is actively seeking a collaborative Program Manager to join our dedicated team. As a key contributor, you will provide crucial support to our client located in Norfolk, VA.

Responsibilities:


• Act as the primary corporate point of contact and coordinator to client, and/or government technical point of contact (TPOC), contracting officer's representative (COR), and contracting officer.


• Perform contract execution activities to include subcontractor management, employee management, client management, regulatory compliance, cost, schedule, quality, and performance.


• Act as the primary liaison to the client for all areas associated with the contract, with primary focus on installation, administration, development, management, and/or maintenance of networks and systems and telecommunication services and manage the work schedules and activities performed by the TQI Solutions and subcontracted employees in support of these areas.


• Present the status of contract execution to TQI executive leadership including project financials, accomplishments, risks, and issues monthly.


• Prepare annual budget, validate burn rate reports; manage profit and loss for assigned contracts.


• Monitor and seek to continuously improve customer satisfaction.


• Maintain program quality in accordance with TQI's quality management standards and contract requirements.


• Lead flag level/decision meetings and briefs.


• Develop and support programmatic briefs, test plans, and final reports.


• Coordinate and execute functional requirements gap analysis.


• Provide guidance and direction in multiple tasks across several functional areas including the use of different technologies.


• Understand program requirements, review, and evaluate all work performed, manage and control funds and resources, and provide direction to ensure compliance with all management policies.

This is a full time, salaried, exempt position.

Requirements


• Bachelor's degree in engineering, computer science, information systems, or other related scientific or technical discipline.


• Demonstrated US Navy (or equivalent DoD) Executive Leadership experience.


• At least twelve (12) years of professional experience in the Defense acquisition, three (3) concurrent years of which must have been in the previous six (6) years, in support of Navy Acquisition management; and a minimum of three (3) years supervisory experience.


• Five (5) years' experience within information technology associated with Maritime Maintenance. Experience in initiating and maintaining technical direction within broad program objectives directly related to Maritime Maintenance, its hardware and software, configuration control, test and evaluation, systems integration, and systems supportability.


• Experience managing engineering project development from inception to deployment, demonstrated ability to provide guidance and direction in multiple tasks across several functional areas including the use of different technologies.


• Knowledge of acquisition policies and procedures.


• Demonstrated knowledge of and experience with DoD 5000 series.


• Demonstrated ability to work with large and diverse teams and provide guidance, direction, and supervision in program management, systems engineering, major system acquisitions, and financial management.


• Active security clearance required, candidates must be US citizens.

The incumbent of this position will be subject to a background investigation and will be required to maintain a government granted security clearance.
