Responsibilities

Do you aspire to enhance products or streamline processes to proactively address challenges? Our team is in search of an experienced Intelligence Community Subject Matter Expert with strong collaboration and program management capabilities to provide strategic guidance and support to senior government officials for ground enterprise solutions within the Intelligence Community and Department of Defense.

This program offers Systems Engineering Technical Advisor (SETA) and Systems Engineering & Integration (SE&I) services to an Intelligence Community client, focusing on the acquisition and operation of a complex mission system and its supporting IT infrastructure. The contract support is integral to the core team, addressing all facets of the systems life cycle, including Concept of Operations (CONOPS) development, requirements capture, collaboration with developers to deliver capabilities, testing to ensure compliance with requirements, transition to operations, and ongoing operational support.

The selected candidate will oversee a team of multi-intelligence SETAs, engage in frequent client interactions, and contribute to the development of system and mission strategies across various ground offices. Daily interactions with the customer and supporting contractors will be essential, adhering to customer standards and processes as the program evolves through its life cycle. Responsibilities include, but are not limited to:

  • Collaborating with team leads, program managers, and acquisition professionals to ensure that acquisition strategies yield technically feasible outcomes that align with customer needs.
  • Engaging with the Intelligence Community and Mission Partners.
  • Experience with Mission Partner and Customer Overhead Systems.
  • Integrating new systems and initiatives to meet customer and mission partner requirements while working closely with developers and users in operations.
  • Understanding system-to-system interfaces and acting as an integrator.
  • Assisting in the preparation of presentations and reports.
  • Monitoring system and segment schedules while recognizing dependencies.
  • Identifying risks and opportunities.
  • Facilitating meetings and information sessions.
  • Prior experience in agile development.
  • Signing and adhering to Non-Disclosure Agreements and Confidentiality Agreements, as well as Conflict of Interest Certifications.
Qualifications

Required:

  • A technical degree with 10 to 12 years of experience with a BS/BA, 8 to 10 years with an MS/MA, or 5 to 7 years with a PhD.
  • Must possess and maintain a TS/SCI clearance with Polygraph.
  • Previous management and mentoring experience.
  • Familiarity with Integrated Intelligence ground customers, their priorities, and functions.
  • Ability to identify relevant skill sets of potential hires and motivate team members towards mission success.
  • Demonstrated communication skills, particularly with senior government officials (Lt Colonel, GS15, and above).
  • Capacity to articulate ideas, develop future roadmaps, and drive integration across teams for a consolidated technical approach.
  • Commitment to recognizing, understanding, respecting, and collaborating effectively within various SETA, FFRDC, and Government lines of authority.
  • Experience with full lifecycle acquisition from source selection to contract closure.
  • Ability to work with specific Intelligence Community customers and familiarity with their processes and organizational structure.
