Position Overview

This role is designated under the Office of Personnel Management's Direct-Hire Authority and is accessible to all U.S. Citizens and Nationals. Key Responsibilities

The incumbent will act as a technical authority on structured decision-making (SDM) frameworks and collaborative scientific methodologies pertinent to the operations of the Klamath Basin Area Office (KBAO). The individual will provide strategic advice to the Deputy Manager for Operations and Resources regarding Klamath Project operations, proposing evidence-based, interdisciplinary solutions to challenges related to fisheries, environmental concerns, and water management.

Responsibilities include:

  • Serving as the Area Office's primary expert on SDM frameworks, engaging with various stakeholders including the U.S. Geological Survey (USGS) and U.S. Fish and Wildlife Service (FWS) to develop and validate SDM models that address intricate scientific issues affecting Klamath Project operations.
  • Collaborating with scientific professionals within and outside the agency to create and sustain models utilized in the SDM process, including surface water models, habitat models, and fisheries lifecycle models.
  • Identifying and detailing performance criteria, necessary model input data, operational functions, assumptions, output formats, and validation specifications for each model.
  • Providing expert guidance in conducting physical habitat assessments and other analytical modeling to evaluate habitat quality and its implications for fish species, thereby enhancing Klamath Project operations and supporting the restoration of endangered species and aquatic ecosystems.
  • Coordinating a diverse team of technical specialists in the development of models for the SDM process to inform modifications to Area Office operations.
  • Establishing and maintaining effective networks with external scientific, technological, and stakeholder entities to collaboratively address lake and river management challenges.
  • Acting as the senior Science Advisor for the Area Office, delivering essential technical and scientific support to management concerning endangered species and aquatic habitats in the Klamath River and Upper Klamath Lake.
  • Utilizing findings from specialized studies to clarify complex issues and propose solutions within the Klamath Basin scientific community, particularly in collaboration with Tribes and key stakeholders.
  • Bridging the gap between academic theory, the agency's core mission, funding realities, and practical applications in river and lake management.
  • Assisting in the formation of synergistic scientific partnerships with other governmental bodies and private organizations regarding lake and river management, particularly where federally listed species are involved.
  • Preparing and reviewing briefing documents, policy guidance, and program-related materials.
  • Representing the agency in various internal and external meetings and conferences focused on diverse scientific disciplines related to lake and river management.

Employment Conditions

Candidates must be U.S. Citizens or Nationals and suitable for Federal employment, as determined by a background investigation. Submission of a resume and supporting documentation is required. Candidates must meet minimum education and experience requirements and maintain a valid State Driver's License for the operation of government vehicles.

Qualifications

To qualify, candidates must meet the Basic Education Requirement for this position, which includes a Bachelor's degree in biological sciences, natural resource management, or related fields, or a combination of education and experience. Additionally, candidates must demonstrate specialized experience equivalent to the GS-12 level in federal service, showcasing expertise in planning and executing scientific studies, particularly in fisheries science and hydrology.

This position mandates the submission of official college transcripts to verify educational qualifications if selected.

Accreditation

Only education from accredited institutions recognized by the Department of Education is acceptable to meet educational requirements.
