Key Responsibilities
- Act as a leading authority on structured decision-making (SDM) frameworks and collaborative scientific methodologies relevant to the operations of the Klamath Basin Area Office (KBAO). Provide expert advice to the Deputy Manager for Operations and Resources regarding Klamath Project operations, proposing evidence-based, interdisciplinary solutions to challenges related to fisheries, environmental concerns, and water management.
- Integrate scientific research into actionable policy recommendations for daily Klamath Project activities, developing SDM models that account for existing knowledge, uncertainties, and information gaps to optimize the environmentally responsible management of the Klamath Project.
- Represent the Area Office in scientific committees and engage extensively with stakeholders on science initiatives and proposals related to the Klamath Project.
- Serve as the Area Office's primary expert on SDM models, collaborating with agencies such as the U.S. Geological Survey (USGS) and U.S. Fish and Wildlife Service (FWS), along with other federal, state, tribal, academic, and private sector stakeholders to develop and validate SDM models addressing complex scientific issues impacting Klamath Project operations.
- Work with other scientific professionals to create and sustain models utilized in the SDM process, including surface water models, habitat models, and water quality models.
- Define performance criteria, outlining necessary model input data, model functions, applicable assumptions, output formats, and validation specifications for each model.
- Provide expertise in conducting physical habitat assessments and other analytical modeling to evaluate habitat quality and its effects on fish species, supporting Klamath Project operations and the restoration of endangered species and aquatic environments.
- Coordinate a diverse team of technical specialists in the development of models used in the SDM process to inform modifications to Area Office operations.
- Establish and maintain effective networks within the scientific community and among stakeholders to collaboratively address lake and river management challenges.
- Act as the senior Science Advisor for the Area Office, delivering critical technical and scientific support for the management of endangered species and aquatic habitats in the Klamath River and Upper Klamath Lake.
- Utilize findings from specialized studies to clarify complex issues and develop solutions within the Klamath Basin scientific community, particularly in collaboration with Tribes and key stakeholders.
- Facilitate partnerships with other governmental agencies and private organizations to enhance lake and river management efforts, particularly concerning federally listed species.
- Prepare and review briefing documents, policy guidance, and program materials related to environmental compliance and project monitoring.
- Represent the Regional and Area Offices in various meetings and conferences that encompass a wide range of scientific disciplines pertinent to lake and river management.
Employment Conditions

Qualifications
To qualify, candidates must meet the Basic Education Requirement for this position, which includes:
- A Bachelor's degree in biological sciences, natural resource management, or related fields, or a combination of education and experience equivalent to a major in these areas.
- Specialized experience equivalent to the GS-12 level in federal service, demonstrating expertise in planning and executing scientific studies, particularly in fisheries science and hydrology, as well as experience with relevant environmental statutes.
