Position Overview
This role is designated under the Office of Personnel Management's Direct-Hire Authority and is accessible to all U.S. Citizens and Nationals. While Veterans' Preference and traditional application rating do not apply, qualified veterans will receive full consideration for this position.
Key Responsibilities
- Acts as a technical authority on structured decision-making (SDM) frameworks and collaborative scientific methodologies pertinent to the operations of the Klamath Basin Area Office (KBAO). Provides strategic advice to the Deputy Manager for Operations and Resources regarding Klamath Project activities by proposing evidence-based, interdisciplinary solutions to challenges related to fisheries, environmental issues, and water management.
- Integrates scientific research into policy recommendations for daily Klamath Project functions, developing SDM models that encompass existing data, knowledge deficiencies, and uncertainties to enhance the effective and environmentally sound management of the Klamath Project.
- Represents the Area Office on scientific committees and engages extensively with stakeholders on scientific initiatives and proposals related to the Klamath Project.
- Serves as the Area Office's authority on SDM models, working collaboratively with agencies such as the U.S. Geological Survey (USGS) and U.S. Fish and Wildlife Service (FWS), as well as various Federal, State, Tribal, academic, and private sector stakeholders to create and validate SDM models addressing intricate scientific challenges impacting Klamath Project operations.
- Collaborates with scientific professionals both within and outside the agency to develop and sustain models utilized in the SDM process, including surface water models, habitat models, and fisheries lifecycle models.
- Identifies performance criteria, specifying model input data requirements, operational functions, applicable assumptions, output formats, and validation specifications for each model.
- Provides expertise in conducting physical habitat assessments and other analytical modeling to evaluate habitat quality and its effects on fish species, thereby advancing Klamath Project operations and supporting the restoration of endangered species and aquatic ecosystems.
- Coordinates a diverse team of technical specialists in the development of models employed in the SDM process to inform modifications to Area Office operations.
- Cultivates and maintains effective external networks in science and technology within the Region to collaborate with the Area Office in addressing lake and river management challenges.
- Functions as the senior Science Advisor for the Area Office, delivering essential technical and scientific support to management concerning endangered species and aquatic habitats within the Klamath River and Upper Klamath Lake.
- Utilizes findings from specialized studies and analytical advancements to clarify complex or contentious issues and devise corresponding solutions within the Klamath Basin scientific community, particularly in collaboration with Tribes and key stakeholders.
- Acts as a liaison between academic theories, the agency's core mission, practical funding considerations, and the realities of river and lake management in the Klamath Basin.
- Aids the Regional and Area Office in forming synergistic scientific partnerships with other governmental entities and private organizations regarding lake and river management, particularly where federally listed species are involved, to ensure the sustainable operation of the Klamath Project.
- Prepares briefing documents, correspondence, policy guidance, and program documentation such as monitoring plans and progress reports.
- Represents the Regional and Area Offices in various internal and external meetings and conferences addressing a wide array of scientific disciplines related to lake and river management.
Employment Conditions
- Must be a U.S. Citizen or U.S. National.
- Must be suitable for Federal employment, as determined by a background investigation.

- Must meet any minimum education and/or experience requirements.
- Must maintain a valid State Driver's License at all times, as the position requires operating government vehicles.
- Certification is required to serve as a Contracting Officer's Representative.
- Travel is required approximately 25% of the time.
Qualifications
To be considered for this position, candidates must meet the Basic Education Requirement, which includes:
- A Bachelor's degree (or higher) in biological sciences, agriculture, natural resource management, chemistry, or related fields.
OR
- A combination of education and experience equivalent to a major in the aforementioned disciplines.
Additionally, candidates must possess specialized experience equivalent to at least the GS-12 level in federal service, demonstrating expertise in planning, executing, and reporting on original physical science or biological studies, particularly in fisheries science and hydrology. Experience with interpreting significant statutes such as the Endangered Species Act (ESA) and National Environmental Policy Act (NEPA) is also required.
Volunteer work and experience through National Service programs will be credited as qualifying experience.
Education
This position has a mandatory education requirement, and candidates must submit transcripts to verify educational qualifications.
Accreditation
Only education from accredited institutions recognized by the Department of Education is acceptable for meeting education requirements.
