Role Summary:

A certified peer support specialist is an individual with significant life experiences that have shaped their perspective. These specialists provide support to individuals facing challenges related to mental health, trauma, or substance use. Their lived experiences offer insights that traditional training cannot replicate. The Peer Support Specialist (PSS) is a former or current client of mental health and/or substance use services who has achieved substantial recovery and is equipped to provide peer support. The PSS serves as a role model, assisting others with similar experiences in their recovery journey. The PSS is part of an interdisciplinary team and contributes to the creation of personalized recovery plans.

Qualifications: Candidates must fulfill the following requirements set by the OHA for Certified Peer Support Specialists:

  • Submit an OHA application to the Office of Equity and Inclusion (OEI)
  • Pass a criminal history background check conducted by the OHA background check unit (BCU)
  • Complete a 40-hour PSST training approved by the Oregon Health Authority to qualify as a Certified Peer Support Specialist under the Traditional Health Worker (THW) program.

Experience: Candidates should demonstrate competencies in identifying significant life events:

  • Must be at least 18 years old.
  • Must not be listed on the Medicaid provider exclusion list.
  • Must identify as a peer based on one or more of the following:
  • A self-identified individual currently or formerly receiving mental health services; or
  • A self-identified individual in recovery from an addiction disorder, meeting the abstinence criteria for staff in alcohol and drug treatment programs (2 years); and
  • Successfully complete the necessary training from an OHA-approved program for Peer Support Specialists.

Key Responsibilities:

  • Engage with assigned peers in various environments, including home visits, community locations, treatment facilities, and office settings, to build and maintain a trusting relationship.
  • Provide emotional support and a reassuring presence in medical clinic settings.
  • Participate in group sessions to foster client growth and recovery.
  • Assist clients in defining their personal recovery objectives through the development of a Personal Recovery Plan.
  • Support clients in overcoming obstacles to independence, including skill-building in budgeting, transportation, healthcare appointments, and accessing benefits.
  • Offer follow-up support to connect individuals with community resources to help them maintain stability and control over their lives.

Ethical Conduct: Certified Peer Support Specialists must adhere to the NCC AP NCPRSS Code of Ethics, which includes:

  • Maintaining a minimum of two (2) clinical supervision sessions per month, totaling at least 2 hours of documented supervision.
  • Accurately representing qualifications, expertise, and certifications to those served and the public.
  • Making truthful public statements that reflect current and accurate information.
  • Remaining free from substances that impair the ability to perform duties as a Peer Recovery Support Specialist.
  • Recognizing personal issues that may affect performance as a PSS.
  • Engaging in regular supervision and ongoing support to address challenging personal issues that may impact recovery.
  • Respecting the contributions of others and giving credit in research endeavors.
  • Maintaining required documentation for all client records as mandated by KBBH and federal regulations.
  • Protecting the privacy and confidentiality of clients in compliance with federal and state laws.
  • Using client contact information in accordance with agency policy.
  • Not establishing a private practice.

Certificates, Licenses, Registrations: A valid Oregon driver's license and a clean driving record are required, as driving is a component of this role. Proof of insurance must be submitted to the HR department and must remain current.
