JOB PURPOSE:
The Sourcing Specialist is accountable for supporting the execution of new procurement contracts. This role is essential in ensuring the effective selection and acquisition of materials, products, and services to meet the operational requirements of Artera. The position involves managing local suppliers and collaborating with user groups to promote standardization and optimize expenditure. The Sourcing Specialist is tasked with negotiating and achieving the best overall value for the organization with both local and national suppliers. This includes issuing Purchase Orders, tracking PO Acknowledgments, and addressing any discrepancies in pricing and quantities.

ESSENTIAL RESPONSIBILITIES:
  • Examine purchase requisitions for precision and adherence to guidelines, issuing Purchase Orders in accordance with the Company’s Delegation of Authority.
  • Conduct sourcing activities to ensure compliance with the Delegation of Authority. Gather and evaluate quotations, negotiate optimal pricing and terms with suppliers, and recommend suppliers based on cost, quality, and delivery efficiency.
  • Initiate purchase orders for required goods and services, and communicate any changes or updates regarding deliveries as necessary.
  • Independently manage and prioritize daily and weekly workloads.
  • Occasional travel to suppliers, vendors, internal locations, and project sites may be required.
  • Engage with current and potential suppliers to assess their capabilities, logistics, and inventory management; negotiate pricing and delivery terms with guidance from the regional procurement lead.
  • Address any discrepancies related to product quantity and quality with suppliers.
  • Assist in the implementation of new procurement agreements or processes in the field.
  • Collaborate closely with field teams to identify emerging needs and contribute to the development of solutions.
  • Support the supplier/vendor manager in preparing and developing quarterly business reviews and key performance indicators.
  • Coordinate with all departments within the organization to resolve supply-related issues and promote standardization of products and best practices in materials management.
  • Regularly inform business leaders about cost and budgeting implications while documenting cost savings and efficiencies.
QUALIFICATIONS:
Education and Certifications
Required: Bachelor's degree in business, economics, or a related field, or 7-10 years of progressive experience in Procurement/Supply Chain.
Preferred: 5+ years of experience in natural gas utilities or pipeline construction, with direct supplier interaction.

Functional / Technical Competency Requirements
Required: Exceptional communication skills, both oral and written, with all organizational levels. Ability to build relationships within the organization and with clients/customers. Strong analytical skills. Proficient in Microsoft Excel, including formulas, v-lookups, and pivot tables. Quick learner of new software programs.

Preferred: Demonstrated knowledge, skills, and abilities in purchasing.
