Position Summary

The Alliance of Community Assistance Ministries (ACAM) is spearheading a vital initiative aimed at enhancing the number of individuals in the greater Houston area who are eligible to apply for U.S. citizenship. In collaboration with a network of community partners, this initiative seeks to provide navigation and barrier removal services that engage and support diverse populations, ultimately creating pathways to citizenship.

The Naturalization Programs Manager will be instrumental in establishing a comprehensive ecosystem that transcends the efforts of individual organizations, fostering a dynamic and interconnected framework that promotes the successful civic, economic, and cultural integration of immigrants within our communities.

Key Responsibilities

Program Development and Implementation

  • Act as the primary project coordinator for program partners and essential stakeholders.
  • Design and execute a strategic, cross-sector plan to enhance outreach, eliminate barriers, and facilitate navigation for citizenship initiatives throughout the City and Greater Houston area.
  • Provide training and oversight for local community-based organizations and Community Navigator teams focused on citizenship.
  • Establish evaluation systems to assess the effectiveness of citizenship initiatives across the Greater Houston Area.
  • Stay informed on relevant immigration laws and policies to align local programmatic, communication, and policy efforts with national initiatives aimed at increasing citizenship access.

Collaboration and Coordination with Program Partners

  • Foster partnerships with key service providers, community organizations, and local institutions to enhance outreach, education, and culturally sensitive navigation services.
  • Build relationships with local stakeholders (CBOs, small businesses, financial institutions, libraries, schools, community centers, etc.) to evaluate current efforts and identify opportunities for enhancing citizenship initiatives.
  • Identify strategic opportunities to bolster programmatic capacity for citizenship and advance relevant policies and partnerships.
  • Conduct monthly continuous quality improvement (CQI) sessions for partner agency staff, including peer reviews of program documentation.
  • Provide technical assistance to program staff to help them understand and meet program expectations.
  • Organize and document onboarding training sessions, followed by monthly training for Citizenship Program Navigators, covering outreach techniques, navigation services, N-400 applications, and more.
  • Regularly update and distribute a referral resource guide containing information on citizenship resources, preparation, and legal assistance services to partners.

Program Reporting and Evaluation

  • Prepare monthly, quarterly, and annual reports and dashboards for stakeholders, providing technical assistance to program partner staff.
  • Collaborate with program staff to meet reporting requirements for funders.
  • Maintain both electronic and physical project files for tracking and reporting purposes.
  • Ensure program partners adhere to reporting protocols and monitor subrecipient case management records.
  • Utilize program data to enhance programming and services.
  • Work collaboratively to update and maintain database systems and Standard Operating Procedures (SOPs).

Nonprofit Program Management

  • Organize meetings, maintain necessary correspondence, and retain required records.
  • Generate reports for all relevant stakeholders, funders, and nonprofit organizations.
  • Represent ACAM within the community through the Education & Outreach Program.
  • Participate in community engagement activities as assigned.

Qualifications

  • Bachelor's degree required.
  • Relevant experience in nonprofit governance, administration, procurement, grants management, and compliance.

Experience

  • Experience assisting with the N-400 Naturalization application and related forms.
  • Minimum of 3 years in program or project evaluation.
  • Knowledge of English language classes (reading, writing, speaking), Civics (U.S. History & Government) for the citizenship test, and the Naturalization Interview.
  • Experience in immigration policy, preferably at state and local levels.
  • Experience as a paralegal or in an immigration/naturalization office is advantageous.
  • Proven ability to collaborate effectively with diverse groups and individuals across the political spectrum.
  • Proficiency in Microsoft Excel and Microsoft Office is mandatory.
  • Strong research, data management, and statistical analysis skills.
  • Excellent written and verbal communication skills, along with facilitation abilities.
  • Solution-oriented mindset with a demonstrated capacity for initiative and innovative problem-solving.
  • Paralegal experience preferred.
  • Department of Justice (DOJ) accreditation is a plus, such as Comprehensive Overview of Immigration Law Certificate.
  • Experience in citizenship instruction is beneficial.
  • Strong track record of building and managing relationships with relevant partners (government, CBOs, academic institutions, small businesses, nonprofits, etc.).
  • Bilingual proficiency in English/Spanish is advantageous.
  • Regional travel may be required; a valid driver's license and auto insurance are necessary.

Compensation

  • Salary range: $60,000-$70,000, based on experience.
  • Benefits include medical, dental, and vision coverage; pension plan after six months.
