Job Overview:

Under the guidance of the Epidemiology and Analysis Group Manager within the Cancer Epidemiology and Surveillance Branch (CESB), this role provides essential support to the Research Specialist Team.

The position focuses on enhancing data integrity and preparing datasets from the Texas Cancer Registry for national cancer monitoring by executing data linkage and eliminating duplicate entries.

Adheres to technical directives established by the Texas Cancer Registry's standard-setting organizations, including:

- North American Association of Central Cancer Registries (NAACCR)
- National Cancer Institute's Surveillance, Epidemiology, and End Results (SEER)
- Centers for Disease Control and Prevention's National Program of Cancer Registries (NPCR).

Generates cancer incidence and mortality datasets for use by the CESB and its stakeholders. Develops and implements computer programs in SQL and SAS related to cancer incidence, mortality, and demographic data in Texas. Operates under supervision with a moderate degree of autonomy and independent decision-making.


Key Responsibilities:

Maintains regular attendance in accordance with agency policies and performs additional duties as required.


(45%) Conducts tasks involving cancer data for both internal and external reporting to NAACCR, SEER, and NPCR. This includes preparing incidence and mortality datasets in compliance with technical specifications from external standard-setters. Additionally, runs reports using SQL and SAS for routine and ad-hoc inquiries. Utilizes cancer-specific software (e.g., SEER*DMS, SEER*Prep, SEER*Edits) to identify and review unlikely data combinations within records. Provides consultation on research design, planning, and reporting.

(25%) Executes deduplication processes to ensure the accuracy of cancer incidence data and the suitability of datasets for research purposes. Employs established methodologies and software to eliminate duplicate entries using patient-level and tumor-level information. Proposes enhancements to deduplication methods as requirements evolve. Collaborates with internal groups, such as the Quality Assurance Team, to address ongoing needs.

(25%) Integrates cancer datasets with additional data sources (such as death certificates or state department records) to enhance data quality or for research initiatives. The Research Specialist may utilize probabilistic data linkage techniques with tools like Match*Pro or other specialized software. Contributes to and adheres to team documentation of technical processes.

(5%) Performs other assigned duties, which may include actively participating in or supporting the agency's disaster response and recovery efforts or Continuity of Operations (COOP) activities. Such involvement may necessitate alternate work shifts or locations.

Required Knowledge, Skills, and Abilities:
Familiarity with research methodologies, principles, techniques, and philosophies.

Understanding of fundamental epidemiological principles and biostatistics essential for data management and analysis.

Knowledge of cancer surveillance, standard-setting organizations, and cancer progression.
Proficiency in data linkage methodologies.

Competence in programming with SQL, SAS, or similar data management tools.
Experience with cancer-specific software (e.g., SEER*DMS, SEER*Prep, Match*Pro).
Ability to work with extensive datasets and adhere to technical guidelines.

Capacity to plan, organize, and execute assigned tasks for research projects.
Skill in identifying discrepancies in data to assess their impact on quality and findings.
Proficiency in problem-solving related to data management and programming.
Ability to analyze and interpret statistical information.
Capability to evaluate problems and propose effective solutions.
Strong communication skills, both written and verbal.
