JOB SUMMARY:

The Onsite Community Engagement Manager is responsible for collaborating with the Regional Manager to oversee and facilitate all aspects of property management, maintenance, and construction activities. This role includes responsibilities such as rent collection, tenant communication, and managing vacancies through initial and annual recertifications.

ESSENTIAL FUNCTIONS:

1. Maintain and organize all property and tenant files, both digital and physical, in a systematic manner.

2. Conduct regular property inspections to ensure compliance with lease agreements, including parking regulations and common area upkeep, and suggest improvements as needed.

3. Prepare tenant communications and notices, act as the primary contact for tenants, and enforce the collection of overdue charges in collaboration with the Regional Manager.

4. Support and coordinate property management, maintenance, and construction efforts for commercial and laboratory tenants.

5. Assist in directing activities of personnel involved in the operation and maintenance of various facilities, including laboratories, offices, and manufacturing spaces.

6. Perform routine inspections of properties, including daily, monthly, and bi-annual assessments, and assist the Property Manager during asset review inspections.

7. Review and update building operating guidelines as necessary.

8. Plan and execute resident appreciation events to foster community engagement.

9. Participate in site-specific training and emergency preparedness meetings.

10. Manage open Work Orders (WOs) by scheduling vendors, facilitating communication, and ensuring timely closure of completed tasks.

11. Assist the Community Manager and Maintenance Supervisor in responding to emergencies, coordinating communication with tenants, vendors, and law enforcement as required.

12. Facilitate effective communication by answering and directing calls appropriately.

13. Ensure all physical aspects of the property are operational and safe at all times.

14. Schedule vendors to maintain readiness of vacant units for occupancy.

15. Regularly inspect grounds, buildings, and apartment units.

16. Learn and utilize property management software systems.

17. Screen new rental applications by conducting credit checks and verifying employment and previous rental history, discussing findings with the Corporate Office for final decisions.

18. Prepare and serve legal notices as instructed by the Regional Manager.

19. Uphold Fair Housing policies and procedures.

20. Assist in the preparation of weekly leasing reports, market surveys, and monthly summaries.

21. Maintain the condition of the property, amenities, leasing office, and units ready for rent.

22. Follow up daily with potential tenants visiting the property.

23. Ensure all leasing documents are current and organized.

24. Promote high standards of curb appeal through property walks and hosting open houses and resident events.

25. Communicate effectively with residents and ensure timely follow-ups.

26. Review and process all resident notices related to recertifications.

27. Complete annual recertifications within set timelines.

28. Maintain a waiting list for housing in accordance with the Tenant Selection Plan.

29. Ensure housing applications are processed according to Affordable Housing Covenants.

30. Collaborate with Resident Services staff to enhance community living.

31. Design, implement, and manage resident programs, ensuring their ongoing success.

QUALIFICATIONS:

To excel in this role, candidates must effectively perform the essential functions listed above. The following knowledge, skills, and abilities are required:

- Exceptional customer service skills.

- Proficiency in English and Spanish.

- Strong interpersonal skills to interact with prospects, tenants, peers, and management.

- Ability to address tenant concerns promptly.

- Competence in providing concise reports and market data to ownership.

- Problem-solving skills to address tenant issues.

- Self-motivated with the ability to thrive in both corporate and entrepreneurial settings.

- Strong presentation and negotiation skills.

- Excellent verbal and written communication abilities, along with effective organizational skills.

- Ability to maintain a friendly demeanor while managing competing priorities.

- Availability to work some evenings, weekends, and occasional holidays, with active participation in company events.

- Capacity to remain calm in emergency situations.

- Participation in inspections related to various regulatory compliance.

- Understanding of LIHTC and HUD programs.

MINIMUM QUALIFICATIONS:

- At least three years of experience in property management.

- Strong communication skills and a hands-on management approach.

- Knowledge of affordable housing and California Landlord Tenant Laws.

- Ability to interpret financial documents and budgets.

- Valid Driver's License and ability to pass a background check.

PREFERRED QUALIFICATIONS:

- Bilingual capabilities, preferably in Spanish.

- Certifications such as ARM, CPM, or CAM are highly preferred.

- Familiarity with various software platforms, especially Yardi.

PHYSICAL REQUIREMENTS:

The physical demands of this position include extensive standing, driving, walking, and climbing. Candidates must be able to work with hands and arms for extended periods and perform various physical activities, including lifting and reaching.

EXPECTED HOURS OF WORK:

Employees are expected to adhere to the scheduled office hours.
