Overview

As the Senior Scientific Technical Manager for Cybersecurity and Test & Evaluation (T&E) at the Commander, Naval Information Warfare Systems Command (NAVWARSYSCOM), you will play a pivotal role in overseeing the cybersecurity initiatives and evaluation processes for Naval Command, Control, Communications, Computers Intelligence, Surveillance, and Reconnaissance (C4ISR) systems.

Key Responsibilities
  • Lead the engineering, analysis, and assessment of performance, functionality, vulnerabilities, and solutions within the supporting infrastructure, including software, hardware, and networks.
  • Collaborate with the Command Chief Engineer to establish technology roadmaps and work across NAVWAR/NIWC to define strategic visions and resource requirements.
  • Provide technical guidance and implement best practices to enhance Cybersecurity, engineering, and T&E across all supported systems.
  • Engage with Cybersecurity and T&E technical leaders within the Naval Research and Development Establishment to align on strategic direction and solutions.
  • Facilitate conflict resolution and proactively address employee concerns and grievances.
Requirements

Conditions of Employment
  • Must be a U.S. Citizen.
  • Must be deemed suitable for federal employment.
  • Participation in the direct deposit pay program is mandatory.
  • Successful completion of the E-Verify employment verification check is required.
  • Compliance with Department of Defense (DoD) regulations regarding the appointment of retired military members is necessary.
  • Males born after must be registered for Selective Service.
  • Completion of ethics orientation within three months of appointment is required.
  • Obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • This position requires qualifications in DoDM Cyber Workforce Qualification and adherence to Department of Navy policies.
  • Certification in the Acquisition Functional Area is necessary within established timeframes.
  • Successful completion of a pre-employment drug test is mandatory.
  • Travel may be required to various locations, including remote sites.
Qualifications

Applicants must submit a narrative statement detailing how their experience aligns with the following Mandatory Technical Qualifications:

1. Proven expertise in cybersecurity, including computer network defense, vulnerability analysis, and cyber forensics.

2. Experience with innovative cybersecurity trends, such as Zero Trust Architectures and automated testing/certification.

3. Demonstrated ability to lead research and development, secure coding, and system integration for complex projects.

4. Capability to conduct strategic planning with stakeholders in cyber activities.

5. Strong communication skills to build partnerships within and outside large organizations.

6. Experience in managing human capital aspects, including change management and resource allocation.

Education

Applicants must meet the educational qualifications as outlined by the Office of Personnel Management (OPM) Qualifications Standards Manual, including a degree in engineering or computer science. An advanced degree is highly desirable.
