Job Summary

The State of Delaware is seeking a highly skilled DBE Highway Construction Specialist to join our team. As a key member of our transportation team, you will be responsible for ensuring compliance with the Disadvantaged Business Enterprise (DBE) Program and providing technical assistance to DBEs, contractors, and internal staff.

Key Responsibilities
  • Develop and implement programs for the training and orientation of DBEs to enable participation in highway construction projects.
  • Assist in all phases of the certification and pre-qualification processes.
  • Provide technical guidance and expertise through all phases of the construction process, including cost estimating and bidding, interpretation of plans and specifications, and provision of onsite assistance to DBEs.
  • Conduct follow-up assessments of DBE performance and develop novel concepts and approaches to solving problems concerning DBEs and their participation in the DBE program.
  • Develop liaison with prime contractors and assist them in meeting DBE goals.
  • Represent the department at hearings, conferences, and before public groups.
  • Prepare and submit reports to FHWA and DelDOT as required.
Requirements
  1. Six months experience in program evaluation, including evaluating programs and services to identify problems, determine compliance, and evaluate effectiveness and efficiency.
  2. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  3. Six months experience in writing reports in a structured format, including introduction, thesis, purpose, supporting evidence, explanation, facts, and analysis or examples with a conclusion or recommendations.
  4. Six months experience in data collection, including collecting, compiling, and maintaining data from multiple sources.
  5. Knowledge of descriptive statistics, including mean, median, mode, or standard deviation.
