Job Summary

We are seeking a highly skilled and experienced Supervisory Human Resources Specialist to join our team at the Air Force Personnel Center. As a key member of our organization, you will be responsible for exercising second-level supervisory and managerial authorities over a branch made up of subordinate sections, each with sub-units employing Human Resources (HR) Specialists (Recruitment and Placement) and HR Assistants (Recruitment and Placement).

Key Responsibilities
  • Plan, organize, and oversee the activities of a branch in the Production Division
  • Exercise supervisory personnel management responsibilities
  • Represent AFPC/DPIA with a variety of installation and functional area organizations
  • Participate in special projects and initiatives and perform special assignments
Requirements
  • U.S. Citizenship Required
  • Males must be registered for Selective Service
  • Must be able to obtain and maintain a Critical Sensitive / Top Secret security Clearance
  • If authorized, PCS will be paid IAW JTR and AF Regulations
  • This position is subject to provisions of the DoD Priority Placement Program
  • Disclosure of Political Appointments
  • All federal employees are required to have direct deposit
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • May be required to work shifts
  • Employee is required to sign a mobility agreement
  • This is a supervisory position and a one year probationary period is required

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the laws, rules, regulations, executive orders, policies, and concepts governing various federal civilian personnel disciplines and, in particular, those pertaining to staffing, placement, and Federal Equal Employment Opportunity Programs. Knowledge of safety, security, personnel management, and EEO principles, regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the laws, rules, regulations, executive orders, policies, and concepts governing various federal civilian personnel disciplines and, in particular, those pertaining to staffing, placement, and Federal Equal Employment Opportunity Programs.
  2. Knowledge of safety, security, personnel management, and EEO principles, regulations, practices, and procedures.
  3. Ability to plan, organize, and supervise the functions, work operations, and staff of a small to medium sized organization, coordinating and integrating the work activities of several organizational segments and/or several different projects.
  4. Ability to effectively communicate, both orally and in writing; train and work with widely diverse individuals and groups; and represent the activity to gain support for program goals, both within and outside the organization.
  5. Ability to analyze organizational and operational problems and develop timely and economical solutions, working out solutions to problems and/or questions relating to work.
