In accordance with established policies and procedures, and under the guidance of the Property Manager or Senior Property Manager, assists in overseeing all operational and financial elements of the assigned property or properties.


KEY RESPONSIBILITIES

Under the supervision of the Property Manager or Senior Property Manager, ensures compliance with HUD and LIHTC regulations.

Adheres to company policies, fair housing laws, state landlord and tenant regulations, and Low Income Housing Tax Credit (LIHTC) section 42 requirements.

Operates within HUD guidelines and engages directly with regulatory authorities (typically HUD) and property owners to resolve management issues.
Prepares amendments, extensions, and supporting documentation for maintaining rental assistance contracts (Section 8) and property management agreements.
Ensures that waiting lists, resident files, and other documentation meet all HUD and LIHTC standards and regulations.

Under the direction of the Property Manager or Senior Property Manager, maintains occupancy rates and fosters positive relationships with owners and residents.

Oversees marketing and leasing activities to achieve or exceed budgeted occupancy levels for the property.
Familiarizes with the requirements of the Tenant Selection Plan.

Effectively implements and explains occupancy requirements, Lease Agreements, House Rules, and any applicable addenda.

Develops and implements resident retention initiatives, such as move-in and service follow-ups, while maintaining strong resident relations.
Builds and sustains productive relationships with owners, partners, and Boards, which may include attending Board meetings, fulfilling reporting requests, and providing regular updates.
Under the guidance of the Property Manager or Senior Property Manager, ensures timely and accurate payment to vendors.
Reviews invoices for accuracy and processes them in the e-pay system.
Assists with the reserve process.

Assumes responsibility for establishing and maintaining effective communication, coordination, and working relationships with residents, colleagues, community leaders, owners, management, vendors, and service providers.

Keeps management informed of local activities and any significant issues or maintenance concerns.
Participates in required meetings and completes necessary records and reports.
Assists vendors and service providers as needed.
Conducts and documents marketing efforts in accordance with the current Affirmative Fair Housing Marketing Plan.
With respect to Resident Rights, ensures all residents and staff are treated with dignity and respect. Reports all complaints made by residents and/or families to the appropriate supervisors. Reports all allegations of abuse, misappropriation of funds/property, and/or any other compliance issues immediately.
Assumes responsibility for related duties as required or assigned.
Manages relationships, both internally and externally, utilizing appropriate communication and interpersonal skills.
Assumes a leadership role in the absence of the Property Manager.
Must possess knowledge of and adhere to fair housing laws. Reviews leasing activities and practices to ensure compliance with all applicable fair housing laws.
Completes assigned training.

EXPECTATIONS
Property meets all Fair Housing Standards, Waiting List Standards, Qualification and Certification Rules. Maintains organized Tenant Files.
Yardi scores at or above company standards.
Property is properly maintained – both interior and exterior.
Property meets or exceeds occupancy standards. Reports are submitted in a timely manner.

All responsibilities are executed in alignment with National Church Residences' Core Values of Mission, Compassion, Leadership, and Professionalism.

Adheres to all policies, procedures, terms, and conditions outlined in the National Church Residences Employee Information Guide (EIG), Policy and Procedure Guide (PPG), and facility handbook.

Achieves an acceptable Resident Satisfaction score as measured.
Possesses the ability and means to travel on a flexible schedule as needed.
Performs other duties as assigned.

JOB SPECIFICATION SHEET Education:
Must possess a high school diploma or equivalent.

Experience:
One or more years of experience in general office, customer service, or sales and marketing roles.

Skills/Abilities:
Strong communication, comprehension, and interpersonal skills.

Proficient in Windows, Microsoft Office Suite, and internet applications, demonstrated by a passing score on a computer literacy assessment.

Must have a working knowledge of computer or tablet software.
