Position Overview
You will spearhead cost analysis initiatives for a diverse array of intricate defense weapon systems programs, focusing on life cycle cost estimation.

Key Responsibilities
  • Conduct comprehensive data collection, research, and analysis of acquisition programs.
  • Provide training to cost analysts on effective cost estimating and price analysis methodologies.
  • Engage with senior acquisition personnel, technical engineering teams, and defense contractors to assess cost risks associated with programs.
  • Deliver both oral and written presentations of findings to senior leadership.

Conditions of Employment

Within the Department of Defense (DoD), the appointment of retired military personnel within 180 days following retirement to a civilian role is subject to specific provisions.

Supervisors in the executive branch bear a heightened responsibility for promoting government ethics. You will be required to review the 14 General Principles of Ethical Conduct as outlined in 5 CFR.

Additionally, obtaining and maintaining an interim and/or final security clearance prior to commencing duty is essential. Failure to secure the necessary clearance may lead to the withdrawal of a job offer or termination.

Successful completion of a pre-employment drug test is required, including testing for marijuana. A tentative job offer will be rescinded if you fail to attend the drug test appointment or do not pass the test. You will also be subject to random testing.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must include:

  1. Conducting cost analysis of design, production, or operational costs for major acquisition programs.
  2. Developing life cycle estimates for acquisition programs to facilitate contract cost evaluations.
  3. Analyzing program risks, costs, and schedule uncertainties.
  4. Utilizing research and data to formulate analytical models.

Experience refers to both paid and unpaid work, including volunteer roles through National Service programs, which can provide valuable skills and training relevant to paid employment.


Education Requirements

Applicants must meet the positive education qualifications set by the Office of Personnel Management (OPM). A degree in operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or other subjects requiring substantial competence in college-level mathematics or statistics is required. At least 3 of the 24 semester hours must be in calculus.


Additional Information

This position is covered by the Department of Defense Priority Placement Program, and several vacancies may be filled.

A tentative offer of employment will be rescinded if the selectee fails to meet pre-employment requirements.
