Assistant County Engineer

About the Role:
The Assistant County Engineer is a key member of the Hall County team, responsible for planning, supervising, and coordinating engineering activities related to the County's Development Review and Capital Improvement Program. This role involves overseeing the Construction Management, Engineering, and Sewer Services divisions, ensuring that projects are completed on time, within budget, and to the highest standards.
Key Responsibilities:
- Participate in engineering studies, location surveys, preliminary and final designs, and assist in developing engineering proposals and designs.
- Coordinate plans and inspect projects to ensure conformance to legal requirements and plan specifications, prepare public works project specifications, plans, estimates, and reports, and evaluate equipment requirements and make recommendations.
- Manage special projects and programs for the Public Works and Utilities Department as assigned by the Assistant Public Works and Utilities Director.
- Interpret and apply relevant codes pertaining to right-of-way acquisitions, meet with property owners and negotiate purchases to obtain property for public works projects.
- Serve as the County Engineer during their absence.
- Perform project management of roadway design, traffic engineering, and construction management of various Public Works and Utilities projects.
- Formulate and implement technical procedures for the Engineering Division, ensure engineering records and files comply with legal requirements.
- Develop and administer individual project budgets, monitor approved expenditures, perform field investigations, construction site field reviews, and inspections.
- Meet with Commissioners and City and State officials concerning roadway issues and complaints, resolve problems, consult with Federal, State, and Local officials regarding engineering projects and concerns.
- Attend and participate in public meetings, advise, inform, and respond to citizens, serve as a technical expert at board meetings, and provide supportive data on engineering issues.
- Represent the division and the department on various committees, meetings, and public hearings, attend and participate in meetings and forums, and answer questions and provide information regarding division activities and plans.
- Administer and/or oversee the administration of contracts, review and approve payments and billing for contracted services.
Requirements:
- Bachelor's Degree in Civil Engineering or a related field and six years of progressively responsible civil engineering experience, with at least four years' experience in a supervisory capacity or any equivalent combination of education or experience to meet the above-stated requirements.
- State of Georgia Certified Professional Engineer or Certified Professional Engineer in a state having reciprocity with Georgia.
- Valid Class I Driver's License and a satisfactory Motor Vehicle Record (MVR).
- Knowledge of theories, principles, and practices of civil engineering as applied to major public works projects.
- Knowledge of principles and practices utilized in the inspection and testing of materials used in the construction of roads, bridges, and other projects.
- Ability to interpret intent and meaning of contract provisions, plans, and specifications involved in highway construction.
- Ability to organize, interpret, and analyze technical engineering reports.
- Ability to communicate clearly and effectively, both orally and in writing.
- Ability to plan, organize, and administer an engineering program, including supervising and evaluating a professional and technical staff.
- Ability to establish and maintain effective working relationships with Federal, State, and Local officials, contractors, developers, employees, and the public.
