Job Summary

Key Responsibilities
  • Coordinate between the Planning, Engineering, and Business License departments to ensure a smooth permitting process for residential and commercial projects.
  • Prepare and manage the department's annual budget, performing financial analysis and advising the Chief Building Official on expenditures and budget control matters.
  • Supervise daily cash intake, prepare daily cash reports, and balance the department's finances.
  • Prepare and maintain a variety of monthly reports, including permitting activity, and provide data and analysis to support departmental decision-making.
  • Supervise clerical staff and permitting clerks, including work performance, work schedules, payroll, leave requests, disciplinary actions, performance evaluations, and other personnel matters.
  • Manage the schedules of Building Inspectors and ensure that they are adequately staffed to meet the needs of the department.
  • Act in the absence of the Chief Building Official as needed, including issuing and signing permits, answering citizen questions, and addressing complaints.
  • Assist the Chief Building Official in the development and implementation of goals, objectives, policies, and procedures of the department, and provide training to staff as needed.
  • Provide information to the public and developers as needed, and ensure that the department's services are delivered in a timely and efficient manner.
Requirements
  • Associate Degree in Business, Management, Accounting, or a related field.
  • Five years of building permitting and customer service experience, preferably in construction, building, engineering, or a similar field.
  • Drafting and plan reading experience.
  • Any equivalent combination of education and experience that provides the minimum level of qualifications stated above.
Knowledge, Skills, and Abilities
  • Ability to explain and answer questions for developers, contractors, and homeowners regarding the application process for obtaining permits and the inspection process.
  • Knowledge of Geographical Information Systems (GIS) online system.
  • Ability to compile, organize, prepare, and maintain an assortment of records, reports, and information in an effective manner and according to departmental and/or governmental regulations.
  • Ability to effectively communicate and interact with supervisors, other employees, government officials, and the public as they relate to the activities of construction.
  • Knowledge of drafting and ability to read and understand building plans.
  • Knowledge of basic accounting principles and practices.
  • Ability to use independent judgment in routine situations.
  • Ability to plan, organize, and/or prioritize daily assignments and work activities.
  • Knowledge of personnel management and the ability to plan, organize, train, and evaluate the performance of staff.
  • Computer skills to include relevant industry software, Microsoft Office suite, County-specific HRIS, and the ability to generate and analyze data and reports.
  • Ability to deal courteously and diplomatically with the general public.
