POSITION SUMMARY:
The GIS Administrator will join Hall County's GIS Team, providing essential support to various end users through the management of Enterprise Geodatabases, SQL Servers, and enterprise systems. This role encompasses the administration of databases, including tasks related to backup, recovery, monitoring, optimization, installation, configuration, and reporting.
KEY RESPONSIBILITIES:
- Oversees the planning, coordination, and administration of the Development Services Software, specifically Accela Civic Applications.
- Facilitates the integration of Development Services Software data with the enterprise GIS System and other databases.
- Maintains software and hardware applications, ensuring optimal performance through testing, documentation, implementation, troubleshooting, and user training/support.
- Evaluates specifications and conducts system and software testing; modifies existing system software and hardware as necessary, providing technical support as required.
- Assesses data quality and formulates techniques to enhance data integrity for integration with the enterprise GIS; collaborates with data entry personnel to improve accuracy and works with systems administration staff on quality enhancement procedures.
- Generates reports utilizing Crystal Reports, Ad-Hoc Reports, Access, and ArcGIS.
- Develops tailored GIS applications for various departments to meet specific functional requirements.
- Consults on system purchase requirements and collaborates with the County M.I.S. department to ensure system compatibility and resource efficiency.
- Prepares and maintains comprehensive documentation, procedures, and a technical library related to the Enterprise GIS system.
- Engages with end-users to define specifications that address specific application needs.
- Provides technical assistance and support to system users, public officials, and other stakeholders; trains staff on GIS software and related applications; addresses mapping issues and initiates problem resolution.
- Assists in the setup, installation, and maintenance of computer hardware and software.
- Maintains accurate records regarding the number of PC users and specifications of hardware and software.
- Performs additional related duties as assigned.
TOOLS AND EQUIPMENT USED:
Personal computers, communication devices, and computer servers.
MINIMUM QUALIFICATIONS:
Education and Experience:
A Bachelor's degree in Geographic Information Systems, Computer Science, or a related field, or a combination of education and experience that provides equivalent knowledge, skills, and abilities. Prior experience in GIS is required, with a preference for a background in ESRI software and supervisory experience.
Licenses and Certifications:
A valid class C Driver's License and a satisfactory motor vehicle record. Current GISP Certification is preferred.
Knowledge, Skills, and Abilities:
Understanding of Oracle, SQL, and other relational database systems. Proficient knowledge of database design and implementation within GIS. Familiarity with the methods, practices, equipment, and techniques used in operating a Geographic Information System, particularly with ESRI GIS software. Knowledge of PCs, operating systems, and software including Windows, Unix, and DOS. Proficient in Crystal Reports and other report writing software. Strong project management skills and analytical abilities. Excellent communication skills for conveying technical information effectively, both orally and in writing. Ability to approach complex problems systematically.
ADA Minimum Qualifications:
Physical Ability: Tasks require light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing, or pulling of moderate-weight objects. Tasks may involve extended periods at a keyboard or workstation and require the ability to operate a motor vehicle.
Sensory Requirements: Some tasks necessitate the ability to communicate effectively in written and oral forms.
Environmental Factors: Essential functions may be performed with occasional exposure to adverse environmental conditions, including inclement weather.
