Position Overview:
The Planning & Community Development department of Pasadena is in search of a proficient and experienced Senior Plans Examiner - PE within the Building & Safety Division. This role involves reporting to the Principal Plans Examiner and entails the examination of building plans, structural calculations, and specifications to ensure adherence to established building codes and relevant laws. The incumbent will also be responsible for preparing detailed plan review reports and providing assistance at the permit counter. A valid registration as a Professional Civil Engineer in the State of California is a prerequisite for this position.

About the Building & Safety Division:
This division is dedicated to providing plan review and construction inspection services aimed at enforcing minimum standards that protect life, health, property, and public welfare. This is achieved by regulating the design, construction, quality of materials, use and occupancy, location, and maintenance of all buildings and structures.

Ideal Candidate:
The successful candidate will be an integral member of the Building and Safety team, demonstrating exceptional interpersonal and communication skills. They will be results-oriented, capable of making challenging decisions while managing a demanding workload.

Key Responsibilities:
  • Examine complex building plans for both residential and non-residential structures, focusing on architectural, accessibility, structural, energy, CALGreen, grading and drainage, excavation, and shoring aspects.
  • Assess engineering calculations and specifications for compliance with applicable building codes and relevant laws.
  • Compile comprehensive plan review reports.
  • Engage with engineers, architects, contractors, or the public to discuss compliance with plans and necessary modifications.
  • Conduct field inspections in support of other inspectors or at the request of the Building Official.
  • Interpret and clarify requirements and restrictions related to building codes, ordinances, regulations, policies, and procedures.
  • Maintain data related to current assignments using permitting software.
  • Utilize electronic plans review and provide feedback using plan check software programs.
  • Assist in researching and developing code amendments or procedures to improve customer service.
  • Address deficiencies and propose alternative compliance methods where necessary.
  • Perform emergency safety assessments during and after disaster events.
  • Participate in external professional organizations, commissions, or focus groups as approved by the Building Official.
Qualifications:
Minimum Requirements:
  • Bachelor's degree in civil or structural engineering or architecture.
  • Two years of experience in structural design, architecture, or plan checking.
  • Valid Certificate of Registration as a Professional Engineer in California.
  • Possession of an International Code Council (ICC) Certification as a Plans Examiner.
Desirable Qualifications:
  • Experience in a public agency setting is preferred.
Selection Process:
The selection process may include a training and experience evaluation, an interview panel, and a department-level interview.

Special Requirements:
Must possess a Class C California driver's license and maintain a satisfactory driving record. A valid Certificate of Registration as a Professional Engineer issued by the State of California is required.
