Position Overview
The Office of Management and Budget is seeking a skilled Budget Management Analyst II to conduct a comprehensive range of financial and management analysis for various departments and agencies. This role demands a dynamic approach to fiscal analysis and the creation of annual budget documents, often under tight deadlines.

Key Qualifications
The ideal candidate will exhibit exceptional analytical capabilities, possess strong multitasking skills, and demonstrate proficiency in various technological tools (including ERP systems, Excel, PowerPoint, and SharePoint). Prior experience in budgeting and financial analysis is highly desirable.

Core Responsibilities
  • Assist departments in formulating budgets and evaluate budget submissions;
  • Draft budget guidance documents and contribute to the budget preparation manual;
  • Oversee departmental budget expenditures, including revenue and expenditure forecasts;
  • Develop, recommend, and interpret financial policies;
  • Prepare analyses and recommendations regarding budgetary requests and programs;
  • Supervise and review the work of junior Budget/Management Analysts;
  • Gather, analyze, and verify data related to operations, human resources, and capital projects;
  • Evaluate and suggest adjustments to meet departmental and budgetary objectives;
  • Provide training to departmental staff on new or updated budgeting procedures and the Budget User System (BUS);
  • Coordinate the publication of budget documents with external print services;
  • Write, execute, and troubleshoot financial programs and spreadsheets;
  • Conduct research and draft memoranda on policies, procedures, budget items, and capital projects, including the preparation of visual aids for budget presentations;
  • Make detailed forecasts and analyses of all City revenues, monitoring trends for budget and cash flow implications;
  • Participate in City Council sessions and public meetings to address inquiries and justify recommendations;
  • Compile data for bond prospectuses and create timelines for capital projects;
  • Execute special projects as assigned;
  • Respond to inquiries from departments regarding procedures and policies;
  • Address citizen inquiries and prepare formal responses to City Council questions;
  • Perform related duties as necessary.
Department Overview
The Office of Management & Budget (OMB) is responsible for preparing and executing the annual operating budget and capital improvement plan, alongside conducting ongoing fiscal and management evaluations of City programs. The office focuses on enhancing operational efficiency, cost-effectiveness, performance metrics, organizational structure, and the utilization of state and federal resources. The team consists of 12 members and manages an annual operating budget of $1.7 million.
Minimum & Additional Requirements
A Bachelor’s degree and three years of experience in budget and management analysis, or an equivalent combination of education, experience, and training.
Preferred Qualifications
To be considered an ideal candidate, applicants should meet the minimum qualifications and possess a Master’s degree in Public Administration, Business Administration, Finance, or a related field, along with experience in budget and management analysis within a municipal or governmental context, advanced proficiency in Microsoft Excel, familiarity with financial ERP systems (e.g., Tyler Munis), a process improvement and/or project management certification, and experience in developing complex financial models.
