Position Overview

The Railroad Commission of Texas, a prominent regulatory authority in the oil and natural gas sector, is seeking a dedicated Field Inspector to conduct technical evaluations in oilfield operations within the Midland District Office, specifically in the Field Operations Section of the Oil and Gas Division. This role encompasses a variety of responsibilities, including performing inspections, conducting surveys, investigating issues, and gathering as well as analyzing engineering and geological data. The position provides an excellent opportunity to gain insights into contemporary oil and gas operations, regulatory frameworks, drilling practices, production processes, and crude oil transportation.

Key Responsibilities
  • Monitor drilling activities and execute inspections of drilling rigs to ensure adherence to statewide regulations.
  • Evaluate well plugging procedures and oversee surface casing cementing to safeguard the State's water quality.
  • Document mechanical integrity tests related to injection and disposal wells to verify compliance with permit stipulations.
  • Inspect commercial recycling and surface waste facilities to confirm alignment with permit specifications.
  • Conduct comprehensive lease inspections to ensure overall compliance with statewide regulations.
  • Perform and assess fluid level tests on wells to protect the State's water quality.
  • Measure storage levels at lease batteries to ascertain quantities of oil, condensate, and produced water present.
  • Utilize gauge lines, color cut, and other testing apparatus for fluid titration.
  • Investigate well-related complaints, document findings, and prepare detailed reports.
  • Collect and analyze engineering and geological data.
  • Excavate and gather soil samples to a depth of 30 inches or more for line location.
  • Respond to emergency hydrogen sulfide (H2S) situations, conduct inspections, and relay findings to management, potentially activating an Emergency Response Plan.
  • Prepare and submit reports and documentation within designated timelines using Oracle and/or Microsoft Office software.
  • Communicate technical information effectively to industry personnel and the public.
  • Walk up to two miles in various weather conditions to complete inspections.
  • Perform related essential tasks as assigned to maintain workflow efficiency.
  • May occasionally be required to work nights, weekends, or holidays.
Qualifications

Minimum Requirements
  • High school diploma or GED.
  • Must reside in or be willing to relocate to designated counties in Texas.
Preferred Qualifications
  • Experience in engineering or the oil and gas sector.
  • Bachelor's degree in Engineering, Geology, or a related scientific discipline from an accredited institution, or
  • Associate's degree or technical certification from an accredited technical institute.
Knowledge, Skills, and Abilities
  • Strong understanding of geological concepts, techniques, and principles.
  • Excellent organizational, communication, and writing skills.
  • Proficient in handling oilfield tools, technical equipment, and safety gear.
  • Skilled in using computers, Microsoft Office, and database applications.
  • High level of accuracy and attention to detail.
  • Valid Texas Driver's License with a clean driving record.
  • Professional demeanor and appearance while addressing complaints.
  • Able to perform basic maintenance and tire changes on a pickup truck.
  • Capable of walking up to two miles in varying weather conditions for inspection duties.
  • Ability to discern colors accurately.
  • Competent in operating, lifting, and carrying oilfield or safety equipment.
  • Able to climb ladders up to 16 feet in height.
  • Capable of lifting, carrying, and moving an average of 20-30 lbs. for daily tasks.
  • Ability to work independently for extended periods while meeting workload demands.
Work Hours and Telework

Standard office hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternate schedules may be available, provided they do not negatively impact operations and service levels. Telework options may also be discussed based on the agency's approved Telework Plan.
