Key Responsibilities

As a Senior Financial Planning Analyst within the Earth Resources Observation and Science (EROS) Center-Administrative Services Branch, your primary responsibilities will include:

  • Assessing budgetary patterns and formulating formal recommendations regarding financial matters such as contingency allocations, excess expenditures, and budget shortfalls.
  • Overseeing and integrating a comprehensive suite of financial services, encompassing budgeting, accounting, and financial reporting.
  • Conducting evaluations of the efficiency of financial operations and proposing enhancements in areas such as organizational structure, staffing, operational methods, and technology.
  • Ensuring that the organization's strategic objectives, mission, vision, and values are effectively communicated to the team and incorporated into their strategies, goals, objectives, work plans, and deliverables.
  • Articulating assignments, projects, challenges, actionable events, milestones, and program issues; mentoring, facilitating, and negotiating team initiatives; providing updates to supervisors on team and individual achievements; and representing the team in discussions with other leaders regarding work products and tasks.
  • Guiding the team in identifying, distributing, and balancing workloads; making necessary adjustments to ensure timely completion of assigned tasks; monitoring and reporting on work status and progress; and reviewing completed work.
  • Coaching team members in the selection and application of suitable problem-solving techniques; offering guidance on work methods, practices, and procedures; addressing informal employee complaints and referring formal grievances to supervisors; and advocating for the team with supervisors on issues and recommending actions such as assignments and performance evaluations.
  • Facilitating or arranging training for team members in team-building methods and collaborative work techniques to achieve project goals, as well as providing or coordinating necessary administrative or technical training for individual and team tasks.

Special Considerations for This Role:

  • This position necessitates travel for official duties; therefore, the selected candidate will need to apply for a government charge card within 30 calendar days of appointment. Individuals with outstanding balances from previous government charge cards must resolve these obligations before a new card can be issued.
  • A background investigation will be mandatory for this position. Continued employment will depend on the successful completion of this investigation and favorable adjudication. Failure to meet these requirements may result in termination.

Qualifications

For GS-12 Level:

Applicants must fulfill the following criteria to qualify for the GS-12 level:

One year of specialized experience in a directly related field that has equipped the applicant with the necessary knowledge, skills, and abilities to successfully perform the duties of this position. This specialized experience must be equivalent to at least the GS-11 level in the Federal service.

Examples of GS-11 Level Work:

  • Monitoring, tracking, and reviewing obligations, expenditures, and reimbursable agreements.
  • Preparing various recurring management reports, including fund status, trend analysis, obligations, and expenditures; identifying and resolving discrepancies.
  • Executing routine aspects of year-end close-out activities to ensure accurate documentation of expenditures, proper fund utilization, and compliance with relevant laws and regulations.
  • Providing standard budgetary and financial guidance to managers, supervisors, and project personnel regarding processes, procedures, regulations, policies, and requirements.
  • Handling the complete range of routine budget formulation and justification activities for assigned organizations, programs, and/or projects.

  • Experience includes both paid and unpaid work, including volunteer activities through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work contributes to building critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Credit will be given for all qualifying experience, including volunteer work.
