POSITION SUMMARY

Department: Early Childhood Services

Reports To: Regional Director and MECA Management Team

The Child and Family Support Specialist is responsible for guiding families of children from birth to age three in accessing early intervention services. This role involves the development of the Individualized Family Service Plan (IFSP), assisting families in obtaining necessary services, coordinating these services, and ensuring timely delivery while identifying additional resources that may benefit the child or family. Services will be provided in various settings, including home and community environments.

QUALIFICATIONS

To excel in this role, candidates must demonstrate the ability to fulfill essential responsibilities effectively. The qualifications outlined below represent the necessary knowledge, skills, and abilities required for this position:

EDUCATION AND LICENSURE

  • A bachelor's degree in social work, counseling, psychology, nursing, special education, early childhood education, or a closely related field.
  • Individuals with a bachelor's degree in a different field may substitute two years of direct experience working with individuals with disabilities and/or families.

GENERAL REQUIREMENTS

  • Completion of service coordination training modules Part I and II is mandatory within one year of hire.
  • Proficient in Microsoft Windows and other computer applications.
  • Strong organizational and record-keeping skills.
  • Effective oral and written communication abilities.
  • Excellent interpersonal and teamwork skills.
  • Capability to train clients, family members, and professionals.
  • Maintain confidentiality at all times.

KEY RESPONSIBILITIES

The Child and Family Support Specialist will operate in accordance with Local, State, and Federal Regulations, as well as MECA policies and procedures. Key responsibilities include, but are not limited to:

  1. Facilitating access to early intervention services for families.
  2. Educating families about the early intervention process, including parent rights and safeguards.
  3. Gathering information regarding family concerns, priorities, and available resources.
  4. Coordinating evaluation and assessment activities.
  5. Facilitating eligibility determination for services.
  6. Connecting families with relevant resources and supports.
  7. Collaborating with medical and health providers.
  8. Assisting families in planning and preparing for their IFSP.
  9. Organizing and leading Transdisciplinary Team Consultation Meetings (TTCM) and IFSP meetings.
  10. Coordinating all services outlined in the IFSP.
  11. Monitoring service delivery and facilitating periodic reviews of the IFSP.
  12. Providing families with information and support to promote their child's overall development.
  13. Completing necessary documentation and reporting as required by MECA management and contracting agencies.

CASELOAD MANAGEMENT

The Child and Family Support Specialist will manage a designated caseload assigned by the Early Childhood program director or designated staff member, typically comprising 38-40 clients per month, depending on eligibility criteria and caseload demands.

PRODUCTIVITY EXPECTATIONS

The Child and Family Support Specialist is expected to meet productivity goals established by MECA Management.

DOCUMENTATION AND REPORTING

Accurate and timely documentation is essential. The Child and Family Support Specialist will maintain confidential records for each client, including:

  • Signed consent and release forms.
  • Current evaluation and assessment results.
  • Documentation of eligibility determination.
  • IFSP documents and progress notes.

PROFESSIONAL DEVELOPMENT

The Child and Family Support Specialist will engage in ongoing training and development, including:

  • Mandatory Family Service Coordination trainings within one year of hire.
  • Consulting and mentoring other staff members as appropriate.
  • Attending required staff meetings and trainings.

SUPERVISION

Ongoing supervision will be provided by the LFSC, ECLC, ARD, or Regional Director, with the level of supervision based on the complexity of duties and the experience of the specialist.

QUALITY ASSURANCE

The Child and Family Support Specialist will uphold quality service standards by conducting regular audits of client files to ensure accuracy and compliance with MECA policies.
