Job Summary

The City of Charlotte is seeking a highly skilled Construction Supervisor to join our Storm Water Services team. As a key member of our Construction and Utilities Division, you will be responsible for supervising, mentoring, and coordinating the work of Construction Inspectors assigned to various infrastructure and water quality improvement projects.

Key Responsibilities

  • Provide supervision, mentoring, performance reviews, direction, and oversight to Construction Inspectors assigned to projects and activities.
  • Coordinate with the Construction Manager on resource leveling of inspection staff, progress, and management of contracts and projects.
  • Monitor inspection staff's technical consistency and quality of project files/record-keeping (diaries, timesheets, mileage reports).
  • Conduct pre-construction meetings; review contractor submittals for construction.
  • Monitor through inspection staff the progress of construction activities, including the delivery and use of materials, tools, equipment, quality of work performed, worker productivity, and site safety.
  • Oversee the completion of construction projects to assure compliance to project plans and specifications.
  • Provide oversight in evaluating various construction methods and determining costs of assigned projects, write change orders to contracts, and negotiate compensation for additional items for approval by the Construction Manager.
  • Correspond verbally and in writing with contractors, other staff members, designers of record, and residents.
  • Review changes to contract and plans.
  • Approve construction schedules.
  • Provide peer reviews of plans for constructability and claim reduction.
  • Provide review and interpretation of construction contract language.
  • Review redlines for submission as Record Drawings.
  • Manage, track, and report on construction contracts to the Construction Manager.
  • Review and approve construction contract pay requests.
  • Coordinate with other Departments/Divisions such as Street Maintenance.
  • Provide safety training to inspectors.
  • Ensure technical and professional competency of self and staff.
  • Participate as an active member of the Storm Water Construction Leadership Team.
  • May be required for on-call emergency response activities.

Requirements

  • Knowledge of materials, methods, and practices used in various types of construction, plus an understanding of and experience in site restoration.
  • Ability to demonstrate basic surveying, engineering, and construction standards and procedures and project inspection knowledge.
  • Experience in storm water and water quality project construction preferred.
  • Good communications skills, both verbal and written.
  • Ability to work well with others in a team environment.
  • Ability to interact courteously and effectively with the public.
  • Ability to plan, prioritize, and organize work and complete assignments with minimal supervision.
  • Excellent organization skills with the ability to manage multiple projects and contracts.
  • Intermediate computer proficiency level in Microsoft Word, Excel, and Outlook; demonstrated ability to apply conflict resolution techniques, and positive solution development.
  • Requires a valid driver's license and a good driving record with the ability to obtain a City Driving Permit, plus a dependable passenger vehicle.

Preferred Qualifications

  • Associate of Applied Science in civil engineering, civil engineering technology, construction management, or related field and 10 work experience in general construction activities.
  • Previous supervisory, management, or mentoring experience desired.
  • Ability to communicate in other languages.

Minimum Qualifications

  • High School Graduation or Equivalent and seven years of relevant work experience.

Salary

$76,593.00 - $85,102.00 Commensurate with Experience
